This patch makes a few minor corrections to the library transfer limits
pages, both basic and advanced, standardizing on the name "Library
transfer limits" for page title, breadcrumb navigation, and page
heading.
To test, apply the patch and go to Administration -> Library transfer
limits.
- Confirm that the page shows "Library transfer limits for [library]
[library code]"
- Breadcrumb navigation, page title, and heading should match.
- Swith to the advanced editor
- The title should now be simply "Library transfer limits"

This patch updates several administration templates so that they
use the new WRAPPER for displaying breadcrumbs.
To test, apply the patch and test each page and its variations.
Breadcrumbs should look correct, and each link should be correct.
Administration ->
- Search engine configuration (Elasticsearch)
- Share content with Mana KB
- Circulation and fine rules
- SMS cellular providers (SMSSendDriver preference must be set)
- System preferences -> Local use (list, add, edit, confirm delete)
- Library transfer limits (Advanced editor)
- Transport cost matrix
- Usage statistics
- Z39.50/SRU servers administration (list, add, edit, both Z39.50 and
SRU servers)

As per https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=27846#c0,
breadcrumbs should adhere to the WAI-ARIA Authoring Practices. Most Staff
Client template files have already been fixed, but there were a few that
were missed.
This patch fixes that.
Test plan:
1) Apply this patch.
2) Visit these pages in the Staff Client:
Home > Acquisitions > TestVendor > Basket TestBasket (1) for TestVendor (*)
Home > Administration > Set library checkin and transfer policy (**)
Home > Patrons > Merge patron records (***)
...and confirm that the breadcrumbs display correctly.
(*) Can be accessed by creating a test basket for a test vendor
(**) Can be found under Administration -> Patrons and circulation
(***) Can be found by trying to merge two Patron records

Swapped the order of the page titles to have the unique information
first, i.e. the name of the specific page displays first, and the name
of the website (e.g. Koha) displays at the end.
To test:
1) Apply patch
2) Esnure each othe files auth.tt, admin/transfer_limits.tt and
circ/transfers_to_send.tt have page titles that are swapped around to
display the most unique information first, and the wensite name is at
the end
3) Esnure the pages displayed on the Staff Client that correspond to
these files also display the changes

The current transfer limits editor works great for Koha instances with
small numbers of branches. However, for consortiums with dozens or even
hundreds of libraries, the editor does not work well or effectively.
We should provide an "advanced" editor displays all to/from library
combinations in a grid and allows them to be edited in a manner somewhat
similar to the transport cost matrix editor.
Test Plan:
1) Apply this patch
2) Browse to the transfer limits editor
3) Click the new "Switch to advanced editor" link
4) Select a collection code/item type to edit limits for
5) Test the "Check all" function
6) Test the "Uncheck all" function
7) Test the "Check" column function
8) Test the "Uncheck" column function
9) Test the "Check" row function
10) Test the "Uncheck" row function
11) Test individual checkboxes/table cells
