Moving timeout logic to one routine (with unit test).
This further implements two suggestions from Kyle and Larry:
[1] You could use a client_timeout of 0 to specify no timeout at all.
[2] Have the client_timeout default to the timeout if not defined.
Test plan:
[1] Run t/db_dependent/SIP/SIPServer.t.
[2] Test login timeout for raw and telnet.
[3] Check ACS status message for timeout value. Should match policy
timeout from institution.
[4] Test client timeout (zero and non-zero).
[5] Remove client timeout. Test fallback to service.
[6] Remove service timeout too. Test fallback to 30 at login.

Amended to incorporate Srdjan's suggestion to move get_timeout to
SIPServer.pm; this requires some additional mocking in the unit test.
And even makes the test db dependent, as documented.

To verify the original patch, this test shows that before applying
it the Patron Info request did not return CQ==N for an empty
password. Note that the Patron Status did btw.
After applying the original patch, the test passes for patron
info as well as status.

This patch adds a unit test for the handlers of Patron Status
and Patron Info requests. It can be extended with test for the
other handlers later (hopefully).
Note: The tests have been written for SIP protocol version 2.
Test plan:
Run t/db_dependent/SIP/Message.t.
Note: If bug 13871 has not yet been pushed, test 12 (subtest 1) should fail
with something like 'Code AF not found'. Same for test 15 of subtest 2.
That is no problem; after that push, all tests should pass.

The original SIP_ILS.t is split up into SIP/Patron.t and
SIP/Transaction.t.
The assumption on a hardcoded existing and non-existing card number is
replaced by adding and deleting a card number (:patron) with TestBuilder.
Test plan:
Run SIP/Patron.t
Run SIP/Transaction.t
