Bug 29955: Move populate_order_with_prices to Koha namespace
and split the subroutine into 2 smaller subroutines (one for ordering,
the other for receiving)

Test plan:
1. Create a vendor and an acquisition basket
2. In this basket, create new orders using all the different methods
   (from an existing record, from a suggestion, from a new record, ...)
   then close the basket and receive these orders.
   Make sure it works the same with and without the patch
3. Run tests in t/Prices.t,
   t/db_dependent/Acquisition/populate_order_with_prices.t, and
   t/db_dependent/Budgets.t

9d6d641d1f Bug 17600: Standardize our EXPORT_OK
On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.

That way we will need to explicitely define the subroutine we want to
use from a module.

This patch is a squashed version of:
Bug 17600: After export.pl
Bug 17600: After perlimport
Bug 17600: Manual changes
Bug 17600: Other manual changes after second perlimports run
Bug 17600: Fix tests

And a lot of other manual changes.

export.pl is a dirty script that can be found on bug 17600.

The ideas of this patch are to:
* use EXPORT_OK instead of EXPORT
* perltidy the EXPORT_OK list
* remove '&' before the subroutine names
* remove some uneeded use statements
* explicitely import the subroutines we need within the controllers or
modules

Note that the private subroutines (starting with _) should not be
exported (and not used from outside of the module except from tests).

removed
* "$subroutine" is not exported by the C4::$MODULE module
means that you need to add the subroutine to the @EXPORT_OK list
* Bareword "$subroutine" not allowed while "strict subs"
means that you didn't imported the subroutine from the module:
  - use $MODULE qw( $subroutine list );
You can also use the fully qualified namespace: C4::$MODULE::$subroutine

e5d42896b8 Bug 27203: Adjust unit tests
It seems the issue here is that the price passed in is a string, and not a number, so the tax
value is not calculated when no unitprice is provided

f1f9c6dc74 Bug 26384: Fix executable flags
.pm must not have -x
.t must have -x
.pl must have -x

Test plan:
Apply only the first patch, run the tests and confirm that the failures
make sense
Apply this patch and confirm that the test now returns green

Bug 23523: unitprice tax column values are not populated if entered upon ordering
To test:
 1 - Add an item to an acquisitions basket
 2 - Make sure to enter 'Actual cost'
 3 - Check the db:
    SELECT * FROM aqorders WHERE ordernumber={your ordernumber}
 4 - Note that unitprice_tax_included and unitprice_tax_excluded are not populated
 5 - Apply patch
 6 - Edit that order
 7 - Check DB
 8 - Values should be populated
 9 - Place another order, ensude values populated on creation
10 - QA people: prove -v t/db_dependent/Acquisition/populate_order_with_prices.t

0aeae50229 Bug 18736: Calculate tax depending on rounding
Marcel's comments pointed out that while I tried to avoid storing
rounded values it is required for tax generation.

This patch makes that change and adds test coverage and POD for
populate_order_with_prices

To test:
Follow plan on other patches, ensure that orders and totals match on the
basket, invoice, and budget pages

prove -v t/db_dependent/Acquisition/populate_order_with_prices.t
