Prior to "Bug 18936: Convert issuingrules fields to circulation_rules",
GetHoldRule returned holds_per_record even if no reservesallowed was
defined. This change restores this behavior.
FIXME Note: In GetHoldRule we return itemtype only if reservesallowed is set,
not sure it is correct.

When setting returnbranch, holdallowed and hold_fulfillment_policy, we
should not provide categorycode.

Prefer to keep the existing rules instead of removing them. It got quite
hard to understand what was going on here because of the mixup with
the rule reservesallowed that was in issuingrules, and the other rules
we used for the tests. Also, categorycode should not be passed to set

If there is a limit for the number of suspension days
(maxsuspensiondays), the calculation is wrong. We are reducing the
number of days before taking into account the suspension charging
interval.
For instance, a checkin is 1 year late and the circ rules are defined to
charge 7 days every 15 days.
It results in 365 * 7 / 15 days of suspension => 170 days
Before this patch the calculation was:
365 * 7 limited to 333, 333 / 15 => 22 days
Test plan:
Given the examples in the commit messages and the description of the bug
report, setup complex circulation rules and confirm that the debarment
dates are calculated correctly

Basically the idea is:
1. Undefined subroutine &C4::Items::ModZebra called at /home/vagrant/kohaclone/C4/Items.pm line 302.
=> Then use C4::Items before C4::Biblio
2. Undefined subroutine &C4::Circulation::GetItem called at /home/vagrant/kohaclone/C4/Circulation.pm line 1290
=> Then use C4::Circulation before C4::Items
And sometimes these 2 rules do not work...

GetMember returned a patron given a borrowernumber, cardnumber or
userid.
All of these 3 attributes are defined as a unique key at the DB level
and so we can use Koha::Patrons->find to replace this subroutine.
Additionaly GetMember set category_type and description.

This patch makes t/db_dependent/Circulation/IssuingRules/maxsuspensiondays.t create
good sample data for its tests. It does so by creating a random
itemtype.
To test:
- Run
$ prove t/db_dependent/Circulation/IssuingRules/maxsuspensiondays.t
=> FAIL: lots of warnings about "item-level_itypes set but no itemtype
set for item"
- Apply the patch
- Run:
$ prove t/db_dependent/Circulation/IssuingRules/maxsuspensiondays.t
=> SUCCESS: Tests are green, and no warnings.
- Sign off :-D

The 'borrower' should not be used anymore, especially for new code.
This patch move files and rename variables newly pushed (i.e. in the Koha
namespace).
Test plan:
1/
git grep Koha::Borrower
should not return code in use.
2/
Prove the different modified test files
3/ Do some clicks in the member^Wpatron module to be sure there is not
an obvious error.

Tests assume that the branchcodes CPL/MPL/etc. already exist in the DB.
If they need them, they should create them.
Test plan:
Execute the differente test files on a DB without any branchcode or
at least without CPL/MPL branches.
Confirm that the tests pass.

This patch adds a new issuing rule: maxsuspensiondays.
A new column "Max. suspension duration (day)" appears in the main table
of the issuing rules.
If this value is filled, on returning an item, a patron won't be
suspended longer than this cap.
Test plan:
1/ Set "suspension in days" to 2.
2/ Check an item out to a patron and specify a due date to today - 10
days.
3/ Check the item in and verify the patron is suspended until today + 10
* 2 days.
4/ Remove the suspension.
5/ Set "Max. suspension duration" to 10.
6/ Check an item out to a patron and specify a due date to today - 10
days.
7/ Check the item in and verify the patron is suspended until today + 10
days.
