Koha has been able to send arbitrary item fields via the "item_field" parameter in the config. We have partners that need the ability to created custom item fields from templates, as the item_fields feature cannot accomplish what they need. We need to add a templated custom field feature for items, similar to what we have for patrons.
Test Plan:
1) Apply this patch
2) Choose a SIP login to use, edit that account and add the following
*inside* the login section:
<custom_item_field field="IN" template="[% item.itemnumber %]" />
3) Restart SIP
4) Run an item information query
5) Note the itemnumber is sent in the IN field!

This patch updates SIP patron code to use account methods to calculate balances
over the patronflags returns. It also checks if patron should be blocked for each
'No Issues charge' preference
Tests are added for NoIssuesChargeGuarantees
To test:
1 - Set noissuescharge preference to 5
2 - Add a $10 charge to a patron
3 - perl misc/sip_cli_emulator.pl -a localhost -p 6001 -su term1 -sp term1 -l CPL -m patron_information --patron BARCODE
4 - Note the 64 message starts with Y's that mean patron is blocked
5 - Set noissuescharge to 11
6 - Repeat 3, patron is no longer blocked
7 - Set NoIssuesChargeGuarantees to 8
8 - Repeat 3, patron is blocked
9 - Pay $3 on patron so they owe 7
10 - Repeat 3, patron is not blocked
11 - Add a child account with patron as guarantor
12 - Repeat 3, patron is not blocked
13 - Add a $4 charge to child
14 - Repeat 3, patron is blocked
15 - Repeat 3, but with child barcode, child is not blocked
16 - Set NoIssuesChargeGuarantorsWithGuarantees to 10
17 - Repeat 3, patron is blocked

Currently, on SIP checkout, Koha only returns "Patron Blocked" when there is
a problem with the patron.
This patch adds more specific informations, with the following messages:
- "Patron expired"
- "Patron debarred"
- "Patron has fines" (see system preference "noissuescharge")
- "Patron blocked" (see system preference "OverduesBlockCirc")
Test plan:
- Try to do a SIP checkout with a patron that is in one of the above situations.
- Check that the displayed message matches the patron's situation.

This patch does two things:
- Wraps the new SIP tests in a single transaction. We do that to avoid
sub-test interference, specially when test files get big. The provided
tests are correct and don't require previous tests data.
- Migrated from the introduced 'diag' calls to 'note', as I just learned
they are the same, but 'note' is only displayed when in verbose mode.
Which is great to avoid unnecessary noise in Jenkins.

This patch adds a new option to sip accounts:
format_due_date
If set to 1 the AH field in checkouts will follow the dateFormat system preference and format as due dates (ignoring time portion if 23:59:59 or 11:59:59)
To test:
1 - checkout an item via SIP:
perl misc/sip_cli_emulator.pl -a localhost -p 6001 -su term1 -sp term1 -l CPL -t CR --item 3999900000001 --patron enda -m checkout
2 - Note the AH field is like "YYYYMMDD HHMMSS"
3 - Apply patch
4 - repeat SIP checkout - nothing has changed
5 - edit SIPConfig.xml and add format_due_date="1" to 'term1' account:
<login id="term1" password="term1" delimiter="|" error-detect="enabled" institution="CPL" encoding="ascii" checked_in_ok="1" format_due_date="1"/>
6 - restart all
7 - repeat the SIP checkout
8 - AH field now matches dateFormat system preference
9 - Change your dateFormat preference
10 - repeat the SIP checkout
11 - AH matches new format
Note: If you cannot renew and don't get an AH just check the item back in:
perl misc/sip_cli_emulator.pl -a localhost -p 6001 -su term1 -sp term1 -l CPL -t CR --item 3999900000001 --patron enda -m checkin

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:
Bug 17600: After export.pl
Bug 17600: After perlimport
Bug 17600: Manual changes
Bug 17600: Other manual changes after second perlimports run
Bug 17600: Fix tests
And a lot of other manual changes.
export.pl is a dirty script that can be found on bug 17600.
"perlimport" is:
git clone https://github.com/oalders/App-perlimports.git
cd App-perlimports/
cpanm --installdeps .
export PERL5LIB="$PERL5LIB:/kohadevbox/koha/App-perlimports/lib"
find . \( -name "*.pl" -o -name "*.pm" \) -exec perl App-perlimports/script/perlimports --inplace-edit --no-preserve-unused --filename {} \;
The ideas of this patch are to:
* use EXPORT_OK instead of EXPORT
* perltidy the EXPORT_OK list
* remove '&' before the subroutine names
* remove some uneeded use statements
* explicitely import the subroutines we need within the controllers or
modules
Note that the private subroutines (starting with _) should not be
exported (and not used from outside of the module except from tests).
EXPORT vs EXPORT_OK (from
https://www.thegeekstuff.com/2010/06/perl-exporter-examples/)
"""
Export allows to export the functions and variables of modules to user’s namespace using the standard import method. This way, we don’t need to create the objects for the modules to access it’s members.
@EXPORT and @EXPORT_OK are the two main variables used during export operation.
@EXPORT contains list of symbols (subroutines and variables) of the module to be exported into the caller namespace.
@EXPORT_OK does export of symbols on demand basis.
"""
If this patch caused a conflict with a patch you wrote prior to its
push:
* Make sure you are not reintroducing a "use" statement that has been
removed
* "$subroutine" is not exported by the C4::$MODULE module
means that you need to add the subroutine to the @EXPORT_OK list
* Bareword "$subroutine" not allowed while "strict subs"
means that you didn't imported the subroutine from the module:
- use $MODULE qw( $subroutine list );
You can also use the fully qualified namespace: C4::$MODULE::$subroutine
