Sometimes libraries want to see internal notes on the overdue
reports page, this patch adds the notes.
Additional fixes:
- Library column was always empty, now library displays
- Replacement price was not formatted according to CurrencyFormat
To test:
- Make sure you have some overdue issues in your system
- Circulation > Overdues report
- Make sure everything displays as it should
- Verify internal item note shows
- Verify price is correctly formatted (syspref CurrencyFormat)
- Library shows
- Download list of overdues
- Verify the new column displays

In order to simplify and make uniform the code, the controller scripts send
a Koha::Patron object to the templates instead of all attributes of a patron.
That will make the code much more easier to maintain and will be less
error-prone.
The variable "patron" sent to the templates is supposed to represent the
patron the librarian is editing the detail.
In the members module and some scripts of the circulation module, the
patron's detail are sent one by one to the template. That leads to
frustration from developpers (making sure everything is passed from all
scripts) and to regression (we got tone of bugs in the last year because
of this way to do).
With this patch set it will be easy access patron's detail, passing only
1 variable from the controllers.
Test plan:
Play with the patron and circulation module and make sur the detail of
the patron you are editing/seeing info are correctly displayed.

From where patrons it's about patrons, we do not want to display the libraries
from all the system, but only the ones from the group.
Test plan:
- See the overdues (circ/overdue.pl) and make sure you can only see overdues from
patrons part of your group (do not forget to test the CSV export).
- Search for patrons, the 'library' filters (headers and left side) should only
display libraries from your group
- Search for article request by patron's library: only the libraries from your
group should be displayed

This patch adds a datatable to the circ overdue report. Since the
datatable makes sorting easy, I've also removed the sort by filter on
the side.
To test:
1) Go to Circulation -> Overdues
2) Notice overdues report shows as datatable
3) Confirm sorting on all columns works
4) Test the Filters and confirm they all still work as expected

When the TimeFormat system preference is set to "12 hour",
setting a filter on the due date can result in:
- no overdue loans being reported, even if there are some
that meet the criteria
OR
- overdue loans being omitted from the report if they
are due on the "until" date in the filter
This patch fixes this by replacing output_pref() with
DateTime::Format::MySQL to format the date filter values
to pass to the SQL query.
To test
-------
[1] Run the overdue report (circ/overdue.pl) and set a filter
on due date, using values that should bring up one or
more overdue loans.
[2] Note that zero overdue loans are returned (if using MySQL
5.5, 5.6, or 5.7 or MariaDB 5) or that loans due on the
"until" date are omitted (if using MarioDB 10).
[3] Apply the patch and repeat step 1. This time, the correct
set of overdue loans should be reported.

If an item is due today 23:59 and the filter is from yesterday
to today, the overdue won't appear on the list.
Test plan:
Be sure you have an item due on DATE 23:59
Search for overdues from DATE-1 to DATE
Without this patch, the item won't appear.
With this patch, it will.
Regression test: test the CSV download.
Note: On the way, this patch remove the deps to C4::Dates
(which was the original goal of the bug report).
Issue reproduced, it's resolved with this patch.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

The method of checking the logged in user for superlibrarian privileges
is obtuse ( $userenv && $userenv->{flags} % 2 != 1 ) to say the least.
The codebase is littered with these lines, with no explanation given. It
would be much better if we had one subroutine that returned a boolean
value to tell us if the logged in user is a superlibrarian or not.

This patch adds a new user permission overdues_report for the circulation module, and requires this permission to run the overdue items
report, rather than requiring full reports permissions.
Test plan :
With a user with permissions circulate_remaining_permissions :
- Add overdues_report permission to user
- Go to circulation home
=> you see "Overdues" link
- Clik on it
=> you are allowed to access and use this page
- Remove overdues_report permission to user
- Go to circulation home
=> you do not see "Overdues" link

As noted in comment #4 by Jonathan Druart, this should be fixed in every call
to DateTie::truncate function. This patch does exactly that.
julian_m tested that truncate( to => 'days' ) didn't actually do anything, so
it is understandable that this 'fix' might introduce new bugs as we might have
'fixed' at a higher libs level this issue.
'minutes' is used in truncate function too, so fixing.

If the surname or firstname of a patron is NULL, the MySQL concat()
function (properly) returns NULL, leading to the patron name not
displaying in the overdue report.

Reverted because, as it describes itself, this was an incomplete
fix that simply commented out a feature that had been committed to HEAD
and sponsored by a library. Bug 4139 has been opened for the underlying
performance issue.

The performances of this script felt back. Investigating, it's due to the extended attribute filtering improvement
when there are ext attributes, the script does a:
SELECT borrowernumber AS bn, b.code, attribute AS val, category AS avcategory, lib AS avdescription
FROM borrower_attributes b
JOIN borrower_attribute_types bt ON (b.code = bt.code)
LEFT JOIN authorised_values a ON (a.category = bt.authorised_value_category AND a.authorised_value = b.attribute)
that returns a LOT of datas when you have 10 000 patrons and 5 attributes.
That results in the page needing something like 10 seconds to be loaded.
There are some other caveats. I've commented a few lines that remove the extended attr option. The best solution would be to fix it better, but I can't find how to do that now.

This is fixed by having circ/overdues.pl produce the CSV output directly instead
of trying to call the overdues cronjob. The CSV output includes all of the fields
that are displayed on the web table plus the item replacement price and any extended
patron attributes.

2837: Descending sort doesn't descend on the overdues report plus other probs with report

Before this patch, we used to test for flags == 1, which was wrong when patron had all privileges.
This patch just adds a %2 to check that patron has superlibrarian privilege, and maybe something else we don't care.
I think I fixed it everywhere except in acquisition, that will be addressed by BibLibre new acquisition module.

Before, if you do not provide a "branchcode" you have an empty csv export.
Now, if you have an empty branchcode you have all overdues listed in csv.

fixing a translation problem with borrowers_stats.ptmpl:

I changed the interface to overdue_notices.pl at the last moment and forgot to correct one call to it.
This corrects circ/overdue.pl to call misc/cronjobs/overdue_notices.pl with the correct parameters.
Even better would be to move most of the code from overdue_notices.pl to a method somewhere
that both of these programs could call. It's inappropriate to call a cronjob from one of our CGIs.

This patch adds the misc/cronjobs/overdue_notices.pl script that is intended to replace
overduenotices.pl, overduenotices-30.pl and overduenotices-csv.pl. It adds messages to
the message_queue to be sent later (by process_message_queue.pl). It also marks borrowers
as debarred if their issues become too overdue.
It is intended to be run from cron nightly with usage something like:
