Test plan:
1) Apply patch and notice the following error is gone:
$ perl misc/cronjobs/import_webservice_batch.pl
Undefined subroutine &main::GetStagedWebserviceBatches called at misc/cronjobs/import_webservice_batch.pl line 46.
