Galen Charlton 190a7f404a installer: created skel directory 
skel directory is for the installer only; contains
a directory structure and dummy READMEs used for
setting up the Zebra runtime and data directories.

Moved non-config files from etc/zebradb/* to
appropriate places under skel.

README 

The skel directory contains placeholders
for directories needed by the Zebra 
installation, and is used only by the installer.

No files except for README placeholders
used by make should be kept in this tree.
