Galen Charlton 68d89cf3e1 bugfix - HTML escape syspref explanation 
This applies to the list of system preferences in
the syspref editor - the OPACUserCSS syspref had
angle brackets in its description.

Used template change to accomplish this.  Note that
syspref value is escaped by the script, note the template.
