Before this patch, we used to test for flags == 1, which was wrong when patron had all privileges. This patch just adds a %2 to check that patron has superlibrarian privilege, and maybe something else we don't care. I think I fixed it everywhere except in acquisition, that will be addressed by BibLibre new acquisition module. Signed-off-by: Galen Charlton <galen.charlton@liblime.com>
