Galen Charlton d75cc041f6 new C4 modules for patron attributes
Two new modules to support patron attributes:

- C4::Members::AttributeTypes

  OO-module for managing patron attribute types.

- C4::Members::Attributes

  Procedural module for retrieving and setting
  extended attributes belonging to a patron.
