Bug 25630: Fix capitalization and terminology for Acquisitions and Tools system preferences

- Adds some ending punctuation
- Fixes capitalization
- Consistent use of "staff interface"

  - EmailPurchaseSuggestions
  - UseACQFrameworkForBiblioRecords
  - AcqItemSetSubfieldsWhenReceived
  - AcqItemSetSubfieldsWhenReceiptIsCancelled

- read correctly.
