Bug 14697: Add routes to handle return claims

This patch adds the /return_claims route to add new return claims, and
then routes to updates notes and the resolution code.

To test:
1. Apply this patches
2. Run:
   $ kshell
  k$ prove t/db_dependent/api/v1/return_claims.t
=> SUCCESS: Tests pass!
3. Sign off :-D
