Bug 11739 - Use new DataTables include in notices template

Bug 10649 introduced a new include file for adding DataTables-related
JavaScript assets. This patch adds use of this include file to the
Notices & Slips page.

To test, view the Notices & Slips page (tools/letter.pl). Confirm that
the table of notices is sorted correctly.
