Bug 33778: Remove T::D::C from Auth_with_shibboleth.t

Bug 33778: Remove T::D::C from Auth_with_shibboleth.t

This test should be in t/db. It needs patrons, categories, branches.
T::D::C now hides e.g. the branchcode constraint.
When removing T::D::C, we therefore need to add a branchcode in the
shibboleth test config.

Test plan:
Run t/Auth_with_shibboleth.t
