bug 3485: fixed updatedatbase (also DBRev 043->044)

* Fixed case of copy-and-pastitis in DBrev descrieption
* Inserted description for new syspref

NOTE: Please do not leave the system preference description blank
in the updatedatabase entry - even for non-English users, an English
description is more useful than a blank one.
