Bug 30565: Database revision for stockrotationrotas

Add unique key if needed.
Adjust description column to make it NOT NULL.

Test plan:
(Optionally:) Drop unique key, make description nullable.
Run dbrev.
Check if unique key present, and description not-nullable.
