Bug 28758: (bug 17600 follow-up) Import subroutines from C4/AuthoritiesMarc

To test:
1 - Stage authority records
2 - Attempt to import - nothing happnes
3 - Apply patch
4 - Stage file again
5 - IMport records
6 - Success!
