Bug 21788: Unit tests

This patch refactors the tests related to ProcessOfflinePayment and adds
checks for setting branchcode on the account line.

To test:
- Run:
  $ kshell
 k$ prove t/db_dependent/Circulation.t
=> FAIL: branchcode is not set
