Fix handling of pref defaults (#3747, #3588)

Bug 3744 - OPACAllowHoldDateInFuture description confusing

The missing syspref AllowHoldDateInFuture was added, and
OPACAllowHoldDateInFuture was moved next to it, on the Circulation
tab. Normally, it would go on the OPAC tab, but since both have to be
on for future holds on the OPAC, it's less confusing for them to be
together.

Minor JavaScript fixes

Move some JavaScript to the external file, and make sure that the
modified warning doesn't pop up when "Cancel" is used.

Reformat system pref sections as collapsible blocks

This patch breaks the single large tables with multiple header rows into multipl
e tables with separate headings for each. Clicking the heading collapses that section. The goal is to improve clarity when scanning through a large number of prefs.

Fix for errors introduced by previous commit

Add and change preferences, change tab names in sysprefs editor

This adds some missing preferences and changes others. It also moves
the OAI-PMH tab to Web Services, and fixes the alphabetization of the
others.

Fix for markup error in sysprefs languages chooser

Besides some formatting fixes, the main change is to make sure that
the nested tables for language groups are ended correctly.

Data files for new system preferences editor

These are the necessary data files for the new system preferences
editor. They are not yet complete, but suitable for testing.

Add new system preferences editor

This new editor uses data files instead of descriptions stored in the
database. It also has improved search.

Add basic client-side AJAX wrappers

Fix newline error

Add humane messages jQuery plugin

This is required by the preference editor.

comment out styles in gb_styles.css

These were added in the labels rework, but do not belong here, since
gb_styles.css should references only CSS classes responsible for
displaying the greybox itself, not the content inside it.  In particular,
the generic table styles were causing the icons added by tablesorter
to be tiled in the opac-detail template.

To finish this work, the styles should be taken out entirely and
moved to whichever lables template they were supposed to affect

bugfix breeding results of cataloging search has wrong id

smart-rules load users library instead of default

cataloging search results from catalog don't show on later pages

In the cataloging search results from the catalog, the result set would
decrease by one per page.  Past page 19 there was an empty table.  The reason
is that SimpleSearch gives the result set ( 20 records here ), and
searchResults expects to trim the result set to just the 20 records we want.
This changes the call to searchResults() to have a 0 offset to the result set.

replace syslog with warns

As discussed with Chris Nighswonger on #koha, this patch
removes the calls to syslog and replaces them with warns
so that error messages generated by the labels code
are sent to the Apache error log.  This avoids splitting
this sort of logging across multiple files and is consistent
with current practice in most of the rest of Koha.

UNIMARC XSLT enhancement

Improve UNIMARC XSL for result and detail page:

  * Add fields
  * Consolidation
  * Support RTL language display using $7 UNIMARC standard
    for Arabic and Hebrew
  * Fix bug #2773 via XSL at field level, removing NSB and
    NSE characters in biblio records, and avoiding to do
    it at application level in C4::Output.pm
