Bug 15421: Show 'Duplicate' and 'Schedule' on Reports toolbar

To test:
1) Go to Reports -> Use saved
2) Click 'Show' on the dropdown for any report
3) Confirm that 'Duplicate and 'Schedule' are now on the toolbar and work as expected
