Bug 28191: Upate wording on batch patron deletion

This adds another point to the list of things that prevent patron
deletion:

<li>They have permissions assigned to them.</li>

In order to test:
- Go to tools > patron deletion and anonymization
- Verify the new condition shows at the top of the page.
