This patch fixes a bug in ChargeReserveFee:

To test:
- Run:
  $ kshell
 k$ prove t/db_dependent/Reserves.t
=> FAIL: Tests fail because branchcode is not set
- Apply this patch
- Run:
 k$ prove t/db_dependent/Reserves.t
=> SUCCESS: Tests pass!
