Bug 35919: Add /record_sources endpoints

This patch introduces endpoints for managing record sources. This is
done on top of Koha::RecordSource(s) following the current coding style.

To test:
1. Apply this patch
2. Run:
$ ktd --shell
k$ prove t/db_dependent/api/v1/record_sources.t
=> SUCCESS: Tests pass!
3. Sign off :-D
