Bug 22138: updated tab names on members/paycollect.pl

Test plan:
1. Give patron outstanding fees
2. Search patron and select 'Make payment'
3. Select either 'Pay' or 'Write off'
4. Confirm that first tab title remains as 'Transactions'
5. Confirm that current tab title remains as 'Make a payment'
