Bug 10452: [QA Followup] - Unit tests

Passes all tests and QA script. Also checked
  t/db_dependent/Holds.t
  t/db_dependent/HoldsQueue.t

Tested holds triggering with different settings of
AllowHoldsOnDamagedItems. Works as described.
