This patch adds the syspref requirements for unmediated ILL requests. It
is a recreation of
https://bugs.koha-community.org/bugzilla3/attachment.cgi?id=66628&action=diff
which had diverged sufficiently as to make it impossible to apply.
* installer/data/mysql/atomicupdate/illunmediated_tables.sql: New

This patch allows logging of arbitrary actions on request objects. A
chronological summary of these actions can then be displayed when
viewing a request.
This patch also adds logging of request status changes. Additional work
has been done on the BLDSS backend to log requests to the BLDSS request
status check API.
To test:
- Apply patch
- Ensure the Illlog logging preference is turned on
- Create an ILL request and perform actions on it that change it's
status.
- Navigate to the "Manage ILL request" screen
- Click the "Display request log" button
- Observe that a modal opens displaying a summary of the status changes.

- Apply patch
- Ensure the Illlog logging preference is turned on
- Ensure you have some custom request statuses defined in the
Authorised Values ILLSTATUS category
- Create an ILL request and perform actions on it that change it's
status.
- Edit the request and change status to a custom one
- Navigate to the "Manage ILL request" screen
- Click the "Display request log" button
- Observe that a modal opens displaying a summary of the status changes.

This patch adds a new system preference (FallbackToSMSIfNoEmail)
which if enabled Koha will send suggestion notices by SMS if a borrower
has a defined SMSalertnumber and no email.
The use of the syspref prevents automatic fallback to sending suggestion notices as SMS when there's no defined email.
Test plan:
1. Chose a patron who has no email address set, but does have a
smsalertnumber set (this value is set in the Patron messaging
preferences section after the SMSSendDriver syspref is set)
2. Log into the OPAC with that user and submit a suggestion
3. In the staff client go to Acquisitions->Suggestions and tick the
suggestion and set its status to 'Accepted'
4. In the database query the message_queue and notice the
message_transport_type of the message is set to 'email' even though the
patron has no email address set.
5. Apply patches, restart memcached and plack
6. Check the 'FallbackToSMSIfNoEmail' syspref
is disabled
7. Repeat steps 2,3 and observe in the message_queue
table the message_transport_type = 'email'
i.e. If the syspref is disabled then the message is still sent by email
to borrowers with defined smsalertnumber and no email address
8. Enable the 'FallbackToSMSIfNoEmail' syspref
and repeat steps 2,3 and notice the
message_transport_type = 'sms'
i.e. If the syspref is enabled then the message is sent by sms to
borrowers with defined smsalertnumber and no email address
9. Repeat steps 2,3 with a patron with an email
address and no smsalertnumber trying with the 'FallbackToSMSIfNoEmail' syspref
enabled and disabled and notice in both cases the
message_transport_type = email.
i.e. If a borrower has an email address defined the suggestion
notice will always be sent via email
10. Repeat steps 2,3 with a patron with no email or smsalertnumber trying with the 'FallbackToSMSIfNoEmail' syspref enabled and disabled and notice in both cases the message_transport_type = email
i.e. If the borrower has no smsalertnumber and no email defined then the
suggestion notice will be sent by 'email'
11. Run t/db_dependent/Suggestions.t

Overdrive configuration generally defaults to cardnumber, however, they
have confirmed that some libraries use usernames. We need to allow for
both scenarios.
To test:
1 - Have an OverDrive account setup with SIP authentication
Note: You can apply for a testing account at developer.overdrive.com
and setup an environment
2 - Fill in all your OverDrive system preferences
3 - Test with a patron whose username is their cardnumber
4 - Confirm their overdrive account tab on opac loads
5 - Change the username to be another value like "borked_wont_work"
6 - Note the overdrive account tab won't load
7 - Apply patch, update database, not new system preference
OverDriveUsername (default to 'cardnumber)
8 - Note the OD account loads successfully
9 - Change the system preference to 'user name' - the account load fails

For a new installation the data in the class_* will be
missing as class_sources.sql couldn't be executed. It will
fail with:
DBD::mysql::st execute failed: Cannot add or update a child row:
a foreign key constraint fails (`koha_kohadev`.`class_sources`,
CONSTRAINT `class_source_ibfk_2` FOREIGN KEY (`class_split_rule`)
REFERENCES `class_split_rules` (`class_split_rule`)) at /usr/share/perl5/DBIx/RunSQL.pm line 273.
As this might have been missed and the web installer can still
be completed, this patch checks for the tables being empty and
adds the default data if they are.
To test:
- Without the patch
- Run the de-DE or another translated installer
- Verify the error is shown
- Complete the installer
- Verify class_sources table is empty
- Apply patches
- Run the database update
- Verify data classification sources, filing rules, and
slitting rules are now complete

This update DB entry uses DBIx schema which does not make it crashes if
the table structure is changed.
Which happens on 18.06.00.054, that added search_field.weight

Unknown column 'me.weight' in 'field list'

The typo in the installer files will cause problems on new
installations as the code for the permission is wrong.
This means that on new installations the Did you mean? section
on the administration page won't show up.
In order to fix this, we need to correct the code in
permissions, but also the permissions for users who
this permission has been given to.
To test:
- Start without the patch
- Use a new installation with the permission typo
- Log in as superlibrarian
- Verify that the "did you mean?" configuration page
is not visible
- Create another staff user with permission to access
staff and manage_didyoumean checked
- Verify configuration page remains invisible
- Apply patch and run database update
- Check both users again, the config page should now sohw
