188ff949df Bug 36567: Get rid of Datetime warning in Circulation.t and dateexpiry.t
Running either t/db_dependent/Circulation.t or t/db_dependent/Circulation/dateexpiry.t
cause following error to be dispalyed:

You are creating a DateTime object with a far future year (9999) and a time
zone (Europe/Helsinki). If the time zone you specified has future DST changes
this will be very slow.

Smallest allowed value is 4999, so we need to use that rather than 9999 in tests.

To test prove t/db_dependent/Circulation.t and t/db_dependent/Circulation/dateexpiry.t.

390e67a748 Bug 35587: Do not trigger transfer if lost item returned and BlockReturnOfLostItems enabled
This fixes current buggy behaviour - when BlockReturnOfLostItems is enabled, no transfer should be triggered and the lost status should be retained.

To test:

1. Go to Koha Administration -> Global system preferences
2. Set the BlockReturnOfLostItems system preference to Block
3. Enable the AutomaticItemReturn system preference (this is simply to make testing a bit faster)
4. Take note of your logged in library
5. Search for an item where the home library is NOT the same as your logged in library
6. Edit this item and give it a lost status
7. Check in the item
8. Notice the item is returned and a transfer is automatically triggered
9. If you go to the item record page, the lost status has been remove

10. Apply the patch and restart services

11. Edit the item again and give it a lost status. This will also cancel the transfer
12. Check in the item
13. Confirm the transfer is NOT triggered and the lost status is retained as expected.
14. Go back to system preferences and disable the BlockReturnOfLostItems system preference (set to "Don't block")
15. Check in the item
16. Confirm the transfer is triggered and lost status is removed

17. Confirm tests pass

662da18be2 Bug 34279: Don't enforce overduefinescap unless it is greater than 0
When creating a circ rule, we can set overduefinescap to blank or 0 and no cap is enforced. If we edit that rule, the blank/0 is converted to "0.00" which perl considers true, thus zero-ing out any calculated fine.

Considering we've always ignored an overdue fines cap of 0, we should also ignore 0.00. However, perl is evaluating it as a string which makes it true instead of false as 0 is.

Test Plan:
1) Apply the first patch ( unit tests )
2) prove t/db_dependent/Circulation/CalcFine.t
3) Note the test fails
4) Apply the second patch as well
5) prove t/db_dependent/Circulation/CalcFine.t
6) Note the test passes

Test Plan 2:
1) Create an all/all/all rule with an overduefinescap of 0.00, with a
   daily fine. Enable CalculateFinesOnReturn
2) Backdate a checkout so it is overdue
3) Return this item, note the lack of a fine
4) Apply this patch set
5) Backdate a checkout and return it again
6) Note the fine is generated!

Bug 30403: Add syspref UpdateNotForLoanStatusOnCheckout
We currently have syspref UpdateNotForLoanStatusOnCheckin which updates
notforloan status when item is checked in. We should also have
same kind of syspref for check outs. This would be usefull if for
example library has item in exhibition with status
"In exhibition, available for loan". When patron check outs the
item notforloan status can be reseted back to 0, informing staff
that the item is back on circulation.

This patch adds new syspref Add syspref UpdateNotForLoanStatusOnCheckout.

To test:
1. Set items notforloan status as e.g -1.
2. Check out item for a patron.
=> Note that items status doesn't change.
3. Apply patch and update database if needed.
4. Add "-1: 0" to syspref UpdateNotForLoanStatusOnCheckout.
5. Check item in and out again for a patron.
=> Note that items status is changed as 0.

42181dfce7 Bug 30023: Make MarkIssueReturned use ->anonymize
Koha::Old::Checkout->anonymize takes care of checking the syspref and
raises an exception if not set. So no we can now leverage on it, instead
of checking manually and then tweaking the checkout object manually as
well.

To test:
1. Apply this patch
2. Run:

This patch reuse the (awesome) Koha::Result::Boolean module to retrieve
the return of Koha::Item->safe_to_delete.

Test plan:
Try to delete an item that has previously been checked out and confirm
that you are still blocked.
Try using the cronjobs, the item and biblio detail pages, as well as the
batch delete item tool.

9d6d641d1f Bug 17600: Standardize our EXPORT_OK
On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.

That way we will need to explicitely define the subroutine we want to
use from a module.

This patch is a squashed version of:
Bug 17600: After export.pl
Bug 17600: After perlimport
Bug 17600: Manual changes
Bug 17600: Other manual changes after second perlimports run
Bug 17600: Fix tests

And a lot of other manual changes.

export.pl is a dirty script that can be found on bug 17600.

"perlimport" is:
git clone https://github.com/oalders/App-perlimports.git
cd App-perlimports/
cpanm --installdeps .
export PERL5LIB="$PERL5LIB:/kohadevbox/koha/App-perlimports/lib"
find . \( -name "*.pl" -o -name "*.pm" \) -exec perl App-perlimports/script/perlimports --inplace-edit --no-preserve-unused --filename {} \;

The ideas of this patch are to:
* use EXPORT_OK instead of EXPORT
* perltidy the EXPORT_OK list
* remove '&' before the subroutine names
* remove some uneeded use statements
* explicitely import the subroutines we need within the controllers or
modules

Note that the private subroutines (starting with _) should not be
exported (and not used from outside of the module except from tests).

EXPORT vs EXPORT_OK (from
https://www.thegeekstuff.com/2010/06/perl-exporter-examples/)
"""
Export allows to export the functions and variables of modules to user’s namespace using the standard import method. This way, we don’t need to create the objects for the modules to access it’s members.

@EXPORT and @EXPORT_OK are the two main variables used during export operation.

@EXPORT contains list of symbols (subroutines and variables) of the module to be exported into the caller namespace.

@EXPORT_OK does export of symbols on demand basis.
"""

If this patch caused a conflict with a patch you wrote prior to its
push:
* Make sure you are not reintroducing a "use" statement that has been
removed
* "$subroutine" is not exported by the C4::$MODULE module
means that you need to add the subroutine to the @EXPORT_OK list
* Bareword "$subroutine" not allowed while "strict subs"
means that you didn't imported the subroutine from the module:
  - use $MODULE qw( $subroutine list );
You can also use the fully qualified namespace: C4::$MODULE::$subroutine

97f6d9a087 Bug 28520: Allow creating a transfer back automatically if a hold is canceled during transit
This fixes regression caused by "Bug 12362: Cancel transfer with hold
cancelation" where cancelled hold's transfer didn't show up in
intranet and opac because it create a new transfer that was not yet
put in in-transit state. The original idea of bug 12362 was to be able
to trigger transfer back home if a hold was cancelled (a regression
caused by bug 26078). However, we can do it more simply by setting the
$validTransfer variable true in the item check-in code when we are
dealing with Reserve transfers. More down in the AddReturn() code
there is also a check "and !$resfound" to make sure we only try to
trigger the transfer back home automatically if there is no hold
waiting at the current location the item arrived in.

It should be noted however that now we only display generic message
for the automatic transfer reason. Bug 12362 made the return display
as the reason "Transfer was cancelled whilst in transit". However,
since this fixes the original regressions caused by bug 26078 and
restores similar behaviour to that I think giving a more descriptive
message for example regarding a hold being cancelled can be considered
a further enhancement.

To test:
 1) Apply patch
 1) Have biblio with item in branch A
 2) Create a new hold with a pickup library to branch B
 3) Check-in the item at branch A and confirm the hold and transfer
 4) Cancel the hold
 5) Check-in the hold at branch B and notice it prompt to return it to
 branch A

b0f9033f13 Bug 27064: Correct transferbook.t tests to reflect new behaviour of transferbook()
The transferbook() behaviour was changed so that it only allows
transferring the item with a reserve if ignore_reserves=1 is passed to
it. The tests are changed here to reflect that. Note that however the
tests were buggy already before this change because the transfer's
"from" and "to" branches were the same and so the transfer should have
failed due to the error DestinationEqualsHolding, but futher though
the transferbook() code was buggy and it override the
DestinationEqualsHolding checking totally if there was a transfer! So
the tests were earlier working due to a bug in transferbook().

To test):
   1) Make sure the new test scenarios make sense
   2) prove t/db_dependent/Circulation/transferbook.t
