This patch removes the "type" attribute from <script> tags one
cataloging and one authorities template.
To test, apply the patch and confirm that examples of affected pages
work properly without any JavaScript errors in the browser console:
- Cataloging -> Cataloging home page
- Cataloging -> Cataloging home page -> Search results
- Authorities -> New authority -> New from Z39.50/SRU
Validating the HTML source of any of these pages should return no errors
related to the "type" attribute.

This patch adds an option to submit patron card numbers from report
results to the batch patron modification tool.
As with a report which returns biblionumbers or itemnumbers, a button
appears at the top of report results which triggers a menu of batch
operation options.
To test, apply the patch and create a report which includes patron card
number in the results.
- Run the report and confirm that under the "Batch operations" button
a batch patron modification menu item appears.
- Confirm that selecting this option sends the correct patrons to the
batch patron modification tool.
- Test also with a report which returns both patron cardnumber and
biblionumber or itemnumber.

When modifying holds in staff client via reserve/request.pl or
the holds-tab in members/moremember.pl, the pickup library dropdown
lists libraries not marked for pickup. Hide those branches,
unless the branch is marked as a pick-up branch for already
existing hold.
The reason for showing a non-pickup branch for the holds created
before the branch was marked as non-pickup: If the non-pickup branch
wasn't shown, the branch in those holds would get set to the first
branch in the select if the hold was modified.
Test plan:
1) Create a hold for a patron, to be picked up from a certain branch.
2) Edit the branch and another branch so they are no longer
pickup locations.
3) Go to members/moremember.pl for that patron, check the Holds-tab
Pickup library -drop down. It lists both of the non-pickup branches.
4) Go to reserve/request.pl for that biblio. The hold-table
Pickup library -drop down lists both of the non-pickup branches.
5) Apply patch.
6) Repeat 3 & 4, drop down no longer lists the non-pickup branch, but
should still list the branch where the hold was marked to be picked
from.

This patch corrects the checkin template so that checking in an item
with an existing transfer does not clear the page of previous checkouts.
To test, apply the patch and check in some items.
- After each checkin the returned item should appear in the table of
checkouts.
- Check in an item which belongs to another branch. You will be asked
to confirm that the items requires a transfer. When the page reloads
you should see the same previous checkins in the table.
- Check in that same item again. You will be again asked to confirm.
Before this page, confirming the transfer would reload the page and
clear the list of checkins. Now the page should reload and the table
of checkins should still show the previously checked-in items.

transit: OK, Print transfer slip, and Cancel transfer.

Currently deleting a patron deletes all their holds and leaves
no record to the "old_reserves" table.
Steps to reproduce:

- Holds are recorded to "reserves" table
- Delete patron
- Confirm delete
=>Patron and all holds are deleted and no record of holds is
left in "old_reserves" table

This patch extends the feature which allows the user to send item
numbers from a page of report results to batch item modification. For
biblionumbers: Batch record modification, batch record deletion, and
add to list are now available. For item numbers: batch item deletion is
added.
A new menu button is added for these options at the top of report
results, removing the button from the item number column header.
Corresponding CSS has been removed.

biblionumber and itemnumber columns in the results.

appears at the top of the results. Test each option:
- Batch record modification
- Batch record deletion
- Add to list
- Batch item modification
- Batch item deletion

operations. Test with reports which return only biblionumbers, only

Throughout staff client and course reserves we also show the field with HTML filter, maybe we shouldn't?
The items lost report also included the note as a title element on title and barcode links, I removed this
as the note displays in that table
To test:
1 - Add a link to publicnotes for an item
<a href="www.google.com">Cats!</a>
2 - View opac details, confirm the note is a link
3 - Same for staff side
4 - Add item to a course reserve
UseCourseReserves preference must be set to 'Use'
From the course reserves module you will need to add a course (and possibly a department first)
Adding should be intuitive
5 - Confirm note is a link in course details on staff and opac
6 - Perform a batch checkout, confirm the itemnote shows as a link
You will need to enable the system preference: BatchCheckouts and add a patron category to: BatchCheckoutsValidCategories
Then a link should be available from checkout for a patron in that category
7 - Mark the item as lost
8 - Go to Reports->Items lost
9 - Confirm the note is a URL and that title and barcode links don't show the note
10 - Click the barcode to go to moredetails for the item - in this case note should display as editable text, not a link

This patch removes the constraint of only passing 5 facets to the template unless the list is expanded, in fact, it removes the 'expanded' attribute from Search.pm
Now that all facets are passed to page it adds a 'show more' link at the bottom of lists and allows user to expand or collapse any facet set without reloading page.
Updated tests included.
To test:
1 - Perform an OPAC search that returns more than 5 of any given facet type
2 - Click the "Show more" link on the facets and see that the search is reloaded
3 - Apply patch
4 - Repeat search
5 - Note that you can click "Show more" without reloading page
6 - Test that page load is not greatly affected
7 - Ensure that all facet links function normally
8 - Ensure that facets are the same a prior to patch
9 - Repeat for staff client
10 - Prove t/Search.t
NOTE: This patch makes it much easier to see that there is an existing issue with marking the "active" facet. Ending punctuation seems to confuse the matcher.

This patch modifies the structure of the checkin form so that settings
(Specify return date, book drop mode, forgive overdue charges) are in a
collapsed panel when inactive. The style of the barcode field and the
mode notification messages has been changed to reduce the vertical
motion of the form when selecting options.
Some class names have been changed in circulation.tt and circulation.js
to make them appropriate for use on both forms.
To test, apply the patch and rebuild the staff client CSS
(https://wiki.koha-community.org/wiki/Working_with_SCSS_in_the_OPAC_and_staff_client).
Clear your browser cache if necessary.
- View the checkin page. The "checkin settings" panel should be
collapsed by default.
- Confirm that the settings panel collapses and expands as it should.
- Confirm that selecting "Forgive overdue charges" or "Book drop mode"
trigger the display of the correct message and that the style of the
barcode field is changed.
- Confirm that after submitting a barcode for check-in, the
settings panel stays open and your selected settings are still
selected.
- Confirm that specifying a due date and selecting "remember" shows
a new message with the selected date.
- Confirm that unchecking "remember" hides the message.
- Confirm that date settings are remembered and the correct message
displayed (or not) during check-in.
- Test with CircSidebar enabled and disabled.

The "(not set)" part must be removed IMO, I am not sure I understand its goal.
Now that we have 1 entry per rule (and not 1 DB row for the whole "Default
checkout, hold and return policy for Centerville" table), it will be harder
to handle it correctly. Not impossible, but if not really needed I would prefer
to just remove it. If a rule is not set, the cell is empty or the dropdown list
displays the option "Not set", which seems to correct the problem.

news is done using DataTables' built-in search functionality. This

Right now, to check if a plugin is functional and what methods it exposes we load the module and test for a given method at run time. This is highly inefficient. It makes far more sense to do this at install time and store the data in the db. I believe we should store a table of methods that each plugin exposes and check that instead. Then, at install time we can test that a) the plugin can be loaded and b) add the available methods to the plugin_methods table.

Bug 18925: (follow-up) Fix null/empty behavior
The global test must have been adjusted as well to catch empty strings.
Actually we are expecting the plugin to return undef but the template variable contains an empty string.
So the test should only be [% IF var != '' %] instead of [% IF var.defined && var != '' %]
but I prefer to keep it as it for now.

There is no reason that a library shouldn't be able to use the monetary
fines cap and the replacement price cap at the same time. The code is
written in such a way that they already work harmoniously. We have
librarians who wish to use both so they can set a high cap of $10.00 but
also use the replacement price cap so that a $20.00 book would only get
a fine of $10.00, but a $5.00 paperback will only get a fine of $5.00
Test Plan:
1) Apply this patch
2) Create a rule with a fines cap of $10, *and* a cap at replacement price, and a daily fine of $1
3) Create two items, one with a replacement price of $5 and one with a
replacement price of $15
4) Check out these items to a patron, backdate the checkouts so they are
already overdue by a couple months
5) Check the items in ( make sure calc fine at checkin is enabled for
you )
6) Note the one item has a fine of $5 and the other has a fine of $10!

This patch updates the UniqueItemFields system preference so that it
contains pipe-delimited data instead of space-delimited data. This makes
it consistent with other system preferences which contain lists of
database column names, and enables the selection process provided by Bug
22844.
This patch includes a database update to convert space-delimited values
in UniqueItemFields to pipe-delimited.
To test you should have two or more space-delimited items table columns
saved in the UniqueItemFields system preference. Apply the patch and run
the database update.
- Go to Administration -> System preferences -> Acquisitions and
confirm that the value of UniqueItemFields is now pipe-delimited.
- Set the AcqCreateItem system preference to "placing an order."
- Go to Acquisitions -> Vendor -> Basket -> Add to basket -> From a new
(empty) record.
- Fill out the item add form, including those fields specified in
UniqueItemFields.
- Click the "Add multiple items" button and specify one or more
items.
- Click "Add" and verify that in the table of items added, the fields
specified in UniqueItemFields were not duplicated.
- Edit one or more of those items and add duplicate values to one or
more of the fields specified in UniqueItemFields.
- Click "Save" and confirm that you are presented with an error
highlighting the duplicated data.
- Correct the data to remove the duplicates and click "Save" again.
It should save correctly.

This patch updates GetLatestSerials in Serials.pm to remove date
formatting. Formatting of dates should be done in the template using
$KohaDates.
To test, apply the patch and locate a bibliographic record in the staff

- On the bibliographic detail page for that record, view the
"Subscriptions" tab. Dates in the table of recent issues should be
formatted correctly.
- View the details for the subscription in the Serials module. Create
or edit a routing list for that serial. In the "Issue" dropdown the
issue dates should be formatted correctly.
- View the bibliographic detail page for the record in the OPAC. Open
the "Subscriptions" tab. In the table of recent issues publication
date and received date should be formatted correctly. The table
should sort correctly on these dates.
Note: Although opac-ISBDdetail.pl calls GetLatestSerials, as far as I

This patch moves several English strings out of members-menu.js and into
str/members-menu.inc where they can be picked up by the translation
process. The following strings are affected:
"Are you sure you want to renew this patron's registration?"
"Are you sure you want to update this child to an Adult category? This
cannot be undone."
"Dates of birth should be entered in the format 'MM/DD/YYYY'"
"Dates of birth should be entered in the format 'YYYY-MM-DD'"
"Dates of birth should be entered in the format 'DD/MM/YYYY'"
"Dates of birth should be entered in the format 'DD.MM.YYYY'"
This patch also makes a correction to members-toolbar.inc in order to
enable the presence of the "Update child to Adult" menu item.
To test:
- Install and update a language.
- Check the po-file for that language. You should find no msgid for
the strings listed above.
- Apply the patch.
- Update the language you installed.
- You should find entries for all the strings above.
- Translate those messages and update the translated templates.
- Reinstall the translation.
In the staff client:
- Select your updated translation.
- Open an expired patron's account and choose "Renew patron" from the
"More" button in the toolbar. You should be prompted for confirmation
using the translation you provided.
- To test the "Update child" confirmation you should have only one
patron category in the "Adult" category.
- Open a patron record with a child category and choose "Update
child" from the "More" menu in the toolbar. You should be prompted
for confirmation using the translation you provided.
- To test the date format messages: From the patrons home page, expand
the advanced search options in the header search form. Select "Date
of birth" under "Search fields." A correctly-translated tooltip
should appear above the search field.

Looks like it is caused by bug 20226, however I am pretty sure it works when I wrote the patch.
[% IF Categories.scalar.all(category_type => 'A').count > 0 %]
is always wrong.
It must be, either:
[% IF Categories.all(category_type => 'A').size > 0 %]
or
[% SET adult_categories = Categories.scalar.all(category_type => 'A') %]
[% IF adult_categories.count > 0 %]
In the first case we are getting an array whereas in the later, a
Koha::Patrons which is preferable.
Test plan (from 20226):
- Remove all your adult categories (categories.category_type='A')
- Create a patron with a child category
- Try to update to adult category
=> The entry does no longer appears! (This is a change in the behaviour)
- Create one adult category
- Update to adult category
=> There is a JS confirmation message, if you accept the patron will
be updated to the adult category
- Create (at least) another adult category
- Create another child
- Update to adult category
=> No more confirmation message but a popup to select the adult category
- Pick one
=> The patron has been updated to the adult category

When adding an order line to a basket using the 'from a suggestion'

This patch adds new columns to the list for:
- library
- fund
- price
- quantity
- total
To test:
- Create several suggestions with
- Empty acq values
- A specific library, any library
- Set acq values (fund, price, quantity)
- Accept your suggestions
- Create a new basket/order
- Add an order line from accepted suggestions
- Verify the list displays nicely with the new columns
- Verify filters etc. still work ok

This patch adds a "clear filter" button to the global

This patch adds the ability for items that are on hold to be renewed with a due date specfied by the user. It is enabled by the new "AllowRenewalOnHoldOverride" syspref. It is manifested in two locations:
1. In the "Checkouts" table on the Patron Details screen. It is now possible to select on loan items that would otherwise fulfil a hold request to be renewed. When such an item is selected, an additional date selection box is displayed to allow the user to specify the due date for all on hold items that are to be renewed.
2. In the Circulation > Renew alert screen. When a barcode of an on loan item that would ordinarily fulfil a hold request is entered, the usual alert is displayed indicating that the item is on hold, it is still possible to override this, and renew, however it is now also possible to specify a due date.
Test plan:
- Go to the Patron Details page for a patron who has an item on loan that would fulfil an outstanding loan request.
- TEST: Observe that it is NOT possible to select this item
- Enable the "AllowRenewalOnHoldOverride" syspref
- Return to the Patron Details page for a patron who has an item on loan that would fulfil an outstanding loan request.
- TEST: Observe that it IS possible to select this item
- Select the item
- TEST: Observe that an additional "On hold due date" input box is displayed
- De-select the item
- TEST: Observe that an additional "On hold due date" input box is hidden
- Select the item
- In the "On hold due date" input box, select a due date for the item
- Click "Renew or check in selected items"
- TEST: Observe that the item is renewed as usual
- In the "Renewal due date" input box, select a due date
- Remove the contents of the "On hold due date" input box
- Click "Renew or check in selected items"
- TEST: Observe that the item is renewed by falling back to the "Renewal due date" value if a value is not specified in the "On hold due date" input box
- Remove the contents of the "Renewal due date" input box
- Click "Renew or check in selected items"
- TEST: Observe that the standard loan period is used for the renewal period if no due date is specified in either box
- In the "On hold due date" input box, select a due date for the item
- In the "Renewal due date" input box, select a different due date
- Click "Renew all"
- TEST: Observe that all non on hold items are renewed using the value in "Renewal due date" and on hold items are renewed using the value in "On hold due date"
- From the main staff client from page, choose "Circulation", then choose "Renew"
- Enter the barcode of an item that you know to be on hold and submit
- TEST: In the alert box that appears, observe that a date picker is
displayed
- Choose a due date for this item, then click "Override and renew"
- TEST: In the "Item renewed" box, observe that the item has been
renewed to the date specified

There are several things going wrong on the circulation rules screen. The global rule is displayed for specific libraries (even if the rule does not exist for the library), and max_holds is always blank.

This patch updates the screen and CSV output of item searches so that if
the item does not have a lost status a blank table cell is shown instead
of "0."
This patch also amends the table headers so that "Not for loan" statuses
are explicitly labeled as such, and the "Lost" column has the header
"Lost status."
To test, apply the patch and perform an item search in the staff client

authorized values for lost.

This patch use GetCOinS sub to provide an OpenURL link in OPAC search
results. It uses 4 new system preferences:
- OpenURLinOPACResults: enable or disable this feature
- OpenURLResolverURL: url of the openURL resolver
- OpenURLText: text of the link
- OpenURLImageLocation: image of the link
Link is displayed as an image if OpenURLImageLocation is defined, and as
text otherwise.
It works both with and without XSLT enabled.
Changes made to GetCOinSBiblio:
For 'journal':
- Title should be in rft.jtitle instead of rft.title
- rft.date, rft.aulast, rft.aufirst, rft.au, rft.pub and rft.pages have
no meaning for a subscription, so they are simply removed from URL
This patch refactors GetCOinSBiblio, so the construction of URL is done
only at the end. This way we do not have ugly
$var .= "&$value"
in the function body.
Also use URI::Escape instead of custom regexps.
This development consider the value of syspref OPACURLOpenInNewWindow
when building the link.
Test plan:
1/ Enable syspref OPACShowOpenURL and put your OpenURL resolver URL in
OpenURLResolverURL syspref (if you don't have one, just fill it with
some fake URL, you'll have to check if OpenURL links are correct)
2/ If you want, set the other sysprefs OpenURLImageLocation and
OpenURLText
3/ Fill syspref OPACOpenURLItemTypes with some (not all) of your
item types.
4/ Empty sysprefs OPACXSLTDetailsDisplay and OPACXSLTResultsDisplay
5/ Go to OPAC and launch a search.
6/ Check you have in the results (near the title) the OpenURL link (only
for itemtypes that are in OPACOpenURLItemTypes).
Toggle OPACURLOpenInNewWindow syspref and check that the behaviour of
the link is correct.
7/ Go to the detail page of one of those and check you have the OpenURL
link too. (Above tags)
Toggle OPACURLOpenInNewWindow syspref and check that the behaviour of
the link is correct.
8/ Set sysprefs OPACXSLTDetailsDisplay and OPACXSLTResultsDisplay to

This patch makes changes to the way local cover images are handled on
the image viewer page in the staff client. From this page you can now
delete images or reach the upload images page.
The patch also modifies slightly the process for deleting an image from
the images tab on the bibliographic detail page.
To test, apply the patch and regenerate the staff client CSS.
LocalCoverImages and AllowMultipleCovers should be enabled.
- Open the detail view for a record which has multiple cover images
attached. On the Images tab, click the "Delete image" link for an
image. After confirming, the link should change to a spinner icon and
image should fade out.
- Click one of the cover images to open the image viewer page. The
thumbnails should each have a delete link which looks like and
behaves like the delete links on the biblio detail page.
- Clicking an image thumbnail should load a spinner icon into the area
where the full-sized image was, which should be replaced by the image
you chose.
- There should be a button for uploading images which takes you to the
correct page for adding images to that record.
- The page title and breadcrumbs should show the title of the record.

Since
commit 1253975389
Bug 21091: Move add item template JavaScript to a separate file
items cannot longer be edited when receiving an order.
When moving the code to the JS file, the JS variable "opisadd" was
always set to "true":
var opisadd = '[% opisadd | html %]';
Even if the TT variable is 0, opisadd will be "0", which is evaluated to
true in Javascript
To clean the situation it is easier to remove this variable and use "op"
instead.
Test plan:
- Make sure acqcreateitem is set to "when placing an order"
- Create a basket with some orders
- Close the basket
- Go to your vendor and receive an order
- On the receive page, try to edit your item
=> Without the patch, the pop up page will open and then close, not allowing the item to be edited.

This patch adds a new syspref "UpdateItemLocationOnCheckin" which
accepts pairs of shelving locations. On check-in the items location is
compared ot the location on the left and, if it matches, is updated to
the location on the left.
This preference replaces ReturnToShelvingCart and
InProcessingToShelvingCart preferences. The update statement should
insert values that replciate these functions. Note existing
functionality of all items in PROC location being returned to
permanent_location is preserved by default. Also, any items issued from
CART location will be returned to their permanent location on issue (if
it differs)
Special values for this pref are:
_ALL_ - used on left side only to affect all items
_BLANK_ - used on either side to match on/set to blank (actual blanks
will work, but this is an easier to read option)
_PERM_ - used on right side only to return items to permanent location
Test Plan:
1) Apply this patch
2) Run updatedatabase.pl
3) Set the new system preference UpdateitemLocationOnCheckin
to the following (assuming sample data):
NEW: FIC
FIC: GEN
4) Create an item, set its location to NEW
5) Check in the item, note its location is now FIC
6) Check in the item again, note its location is now GEN
7) Check in the item again, note its location remains GEN
8) Test using _ALL_, _BLANK_ and _PERM_ for updates
9) Try entering various incorrect syntax in the pref and note you are warned

markup. Some other minor markup problems are also fixed.
- additional-fields.tt:

This patch does some refactoring of JavaScript to make handling of
required fields more robust. It also moves some template JavaScript to
the footer and some to a separate file.
A fallback "pattern" attribute is added to the quantity field, requiring
0-9+ values.
The "required" property of the funds dropdown is now dependent on the
value set under the "Default accounting details" tab. If a default is
selected, the individual item funds are preselected and not marked
required.
To test, apply the patch and begin the process of ordering from a staged
file.
- Select all items to import.
- Under each item, the fund should be marked mandatory.
- The quantity field should accept only numbers.
- Select the "Default accounting details" tab and select a default
fund.
- Return to the "Select to import" tab. Your selected default fund
should now be preselected under each item. The fund should no
longer be marked required.
Un-selecting a default fund should result in each item fund
select becoming required.

To my understanding we need to escape first html chars then to JSON.
If this patch works we will need to rethink the 'To' TT plugin.
It was originally designed to have several escape methods, but with
these changes it will not make sense to name it 'To' if used only to
escape JSON
IIRC we should keep the 2 different ways to use it:
* [% To.json( string ) %]
* [% string | $To %]
otherwise it will be hard to use it when called in argument of
patron-title.inc (`git grep To.json`)

Since the holds table can be split we need to calculate the
first priority for each table. However, currently we use the
first in the loop, not taking into account the waiting status.
This patchset sets the first_priority to the first non-found hold
Additionally, some clean-up is done to not display the alter
priority arrows for waiting holds.

11 - Confirm moving these holds works within their own table
12 - Unsplit the queue

This patch reindents admin/columns_settings.tt to use four spaces
instead of two for indentation, following coding guidelines.
To test, apply the patch and compare the file to master using the -w
flag to ignore whitespace. The only changes should appear where lines
were added during indentation.
Go to Admin -> Columns settings and confirm that everything works
correctly.

The itemtype can be searched for in the item search form, but
it is not displayed in the result list.
This patch adds the itemtype to the display and the CSV export
file.
To test:
- Try different item searches
- Verify that the itemtype now shows in the result list
- Export to CSV
- Verify that the itemtype shows there correctly as well

This patch corrects a couple of issues discovered by QA: Removed markup
copy-and-paste error; Add some CSS to help the responsive behavior of
the advanced editor controls at smaller browser widths.
To test, apply the patch and open the advanced MARC editor. Test the
appearance of the page at various browser widths. At narrower widths the
status bar and search fields should behave well.

This follow-up changes the way the height of the Codemirror editor is
calculated. Using offset() instead of position() returns the correct
values with the changed markup.
To test, apply the patch and load the advanced MARC editor. The "status
bar" should display correctly a the bottom of the editor and there
should be no double scrollbar.

This patch adds the dependencies required to provide YAML syntax
highlighting in CodeMirror text areas. The OpacHiddenItems system
preference configuration is updated to use a "text/x-yaml" CodeMirror
syntax.
To test, apply the patch and go to Administration -> System preferences

Expand the OpacHiddenItems preference and test that YAML-formatted text
entry has the correct syntax highlighting.

template:
- Remove invalid "type" attributes from <style> and <script>
- Add missing closing </span>
- Remove obsolete YUI grid markup
To test, apply the patch and test the process of merging records in
Cataloging. Everything should look correct and work correctly.

This patch modifies the orders search results page so that the search
form appears in the sidebar. This allows the user to view and re-use
their search parameters.
This patch also moves the "no search results" message to the top of the
page in a message box.
To test, apply the patch and go to Acquisitions -> Orders search.
- Perform a search which will return results. In the sidebar you should
see the full orders search form with your search parameters in the
form fields.
- Perform a search which will return no results. You should see the
"Your search returned no results." message in a standard message
dialog.

Bug 21216 added a way to designate DataTables columns to include in
export operations (Copy, CSV, print, etc). However, this solution did
not take hidden columns into account. This patch revises the global
columns configuration settings so that exports will include only visible
columns and will exclude columns with a "noExport" class on the <th>.
To test, apply the patch and clear your browser cache if necessary.
- Go to Tools -> Stock rotation
- In the table of rotas, hide some columns in the table and verify that
export operations include only your visible selections, excluding the
last column with buttons.
- Choose a rota and select Manage -> Items. Test that this table works
in the same way.

This patch adds sorting and column configuration to the stock
rotation tables, both rotas and items. No new defaults for the table are
defined.
To test, apply the patch and clear your browser cache if necessary.
- Go to Tools -> Stock rotation.
- In the table of rotas test that sorting works correctly.
- Test that the "Column visibility" button works to show and hide
columns. The "actions" column should be excluded.
- Test that export options (Excel, CSV, etc) exclude the "actions"
column.
- Choose a rota with multiple items on it and select manage ->
items. Repeat the above DataTables functionality tests.
- Go to Administration -> Columns settings and edit the default
configuration of the stock rotation tables. Confirm that these
changes are reflected in the corresponding tables.

This patch adds the new language/location options to the form for
filtering entries in the table of news items. Since this markup is
duplicated twice in the template, its contents have been moved to a
BLOCK.
To test, apply the patch and go to Tools -> News. At the top of the
table of news items the "Display location" form should show all options
including OpacNavRight for all your enabled languages.
Confirm that location/language selection still works correctly upon
adding and editing news items.

This patch implements a Koha news system replacement of the OpacNavRight
system preference. The changes to koha-news.tt enable the selection of
"OpacNavRight" as a location for the content. opac-main.pl is modified
to ensure that the user's selected language is passed to the template
for use by the KohaNews plugin.
The database update process takes the contents of Koha's OpacNavRight
system preference and adds it to the Koha news system. The OpacNavRight
system preference is then removed from the database.
When the new entry is added to Koha news, the language is set based on
the top selected language in the "opaclanguages" preference. The entry
is added to "All libraries" without an author, title, or expiration
date.
Note that this patch doesn't change the way OPAC news is displayed. I
think it's best to keep existing markup and code for that since it
handles details like branch selection and RSS.
To test, apply the patch and run the database update.
- In the staff client go to Tools -> News and confirm that there is now
an entry with the location "OpacNavRight_en" (assuming an "en"
English interface).
- Confirm that the previous contents of OpacNavRight were added
correctly.
- Go to Administration -> System preferences -> OPAC and verify that
the OpacNavRight preference has been removed.
- In the OPAC, confirm that the correct content is displayed in the
region previously defined in the OpacNavRight system preference.
- Test that the language and library-specific nature of news items is
reflected in the behavior of this content area:
- Define different text based on language and location. Confirm that
switching translations and logging in to the OPAC both trigger the
correct display of different content.
