New sql tables:
- oai_sets: contains the list of sets, described by a spec and a name
- oai_sets_descriptions: contains a list of descriptions for each set
- oai_sets_mappings: conditions on marc fields to match for biblio to be
in a set
- oai_sets_biblios: list of biblionumbers for each set
New admin page: allow to configure sets:
- Creation, deletion, modification of spec, name and descriptions
- Define mappings which will be used for building oai sets
Implements OAI Sets in opac/oai.pl:
- ListSets, ListIdentifiers, ListRecords, GetRecord
New script misc/migration_tools/build_oai_sets.pl:
- Retrieve marcxml from all biblios and test if they belong to defined
sets. The oai_sets_biblios table is then updated accordingly
New system preference OAI-PMH:AutoUpdateSets. If on, update sets
automatically when a biblio is created or updated.
Use OPACBaseURL in oai_dc xslt
Adds a date picker for SQL reports with the 'date' authorised_value. Updates help
documentation for this new feature, as well.
To test:
1. Create a new report with two date parameters, using the syntax:
<<Label for this selection of date|date>>
2. Run the report
3. Select dates
4. The SQL generated should format the dates properly in ISO, and keep track of which
date is which

- Increases the width of the editor to fill the space provided
- Adjusts the layout of the toolbars to better fit the space
- Adds a custom editor stylesheet to make the contents of the
editor better match the expected output
In changing the toolbar configuration I chose to make the display
of each button explicit rather than assuming a default set of
buttons and adding or subtracting from that. I think this is
clearer for someone approaching the configuration trying to under-
stand how buttons are displayed. I also chose to use the
shorthand "|" instead of "separator" for brevity. This last change
is the only one made to the edithelp configuration.

Note that this patch causes the authority subfield visibility
to match 3.0.x, but at a cost - only two options are available now,
hide all and show all, and much flexibility is lost. This will
need to be improved.

added runtime parameters for guided reports. Online help:
Can I have run-time defined parameters?
Yes, you can: there is a specific syntax that Koha will understand as 'ask for values when running the report'. The syntax is <<Question to ask|authorised_value>>.
The << and >> are just delimiters. You must put << at the beginning and >> at the end of your parameter
The Question to ask will be displayed on the left of the string to enter.
The authorised_value can be omitted if not applicable. If it contains an authorised value category, or <strong>branches</strong> or <strong>itemtype</strong> or <strong>categorycode</strong>, a list with the Koha authorised values will be displayed instead of a free field
Note that you can have more than one parameter in a given SQL
Note that entering nothing at run time won't probably work as you expect. It will be considered as "value empty" not as "ignore this parameter". For example entering nothing for : "title=<<Enter title>>" will display results with title='' (no title). If you want to have to have something not mandatory, use "title like <<Enter title>>" and enter a % at run time instead of nothing
Sample :
SELECT surname, firstname FROM borrowers WHERE branchcode=<<Enter patrons library|branches>> AND surname like <<Enter filter for patron surname (% if none)>>
- added altcontactcountry and B_address2 to tables borrowers and deletedborrowers so that all addresses offer the same fields
- changed B_country and country to work with syspref BorrowerMandatoryField
- changed display of Alternate Address on borrower detail page, added labels, lines and edit button to match the other sections

This report is still of questionable value, since it's dataset has such strange
hardcoded limitations. It is not clear that "FU" type fines and notifys=0 are
reliable or useful indicators to query on, in hardcoded form.

Patch to remove issuingrules.pl in favor of
using smart-rules.pl to manage loan and fine
rules. Several reasons for this:
* issuingrules.pl's matrix could grow rather large
if the library has a large number of item types
and patron categories
* successfully entering rules via issuingrules.pl
requires placing commas within input fields
* a sparse circulation policy matrix takes the
same amount of screen space as one that uses
rules for a lot of specific patron category/item type
combinations.
* having two administrative interfaces to the same
policy settings could be confusing.
* UI design of smart-rules.pl better lends itself
to adding more policy setting attributes to the
rules matrix.

This patch modifies 13 HTML templates and includes that have lines in them longer than 998 characters. Lines this long are known to break git.
I believe that none of these change behaviour at all, but I'm concerned about one of them. It adds whitespace (carraige returns) inside a <title> tag. I'm not certain that all browsers will deal with this OK.
No documentation changes necessary here.
