Add GetLoggedInBranchname method to Branches templates plugin.
Also changes GetName method to use Koha::Library instead of direct SQL.

This lets us query libraries with additional search parameters and is useful
for this particular Bug by allowing us to select pickup locations.
Unit tests included.

If memcached is running, the pref's value will be set in cache, what we
do not want.
t/db_dependent/Context.t and t/db_dependent/sysprefs.t are exceptions
for obvious reasons.
Test plan:
Make sure all these tests still pass
