Bug 31631: Optionally use tax-exclusive values for calculating fund values
Test plan:
1. Apply patches
2. sudo koha-upgrade-schema <instance>
3. Restart services
4. Set TaxRates syspref = 0.15
5. Create a new fund with amount = 1000
6. Add an order to a basket with the following values:
- Fund = Choose the fund from step #5
- Quantity = 1
- Vendor price = 10
- Tax rate = 15%
- Discount = 20%
- Retail price = 10.00
- Replacement cost = 10.00
- Actual cost = 10.00
- Ensure the basket belongs to a vendor with ("List prices" = "Don't include tax" and "Invoice prices" = "Don't include tax")
7. Go to the Acquisitions home page
8. Confirm the 'Ordered' column for the step #5 fund contains 9.20
9. Click on the 9.20 link and confirm the ordered.pl page that loads
also contains 9.20 as the 'Subtotal'

10. Change 'CalculateFundValuesIncludingTax' = 'Exclude'
11. On the Acquisitions home page confirm the 'Ordered' column now
contains 8.00
12. Click on the 8.00 link and confirm the ordered.pl page also contains
8.00 as the 'Subtotal'

13. Close your basket and receive your order - change the 'Actual costs'
= 8.00 (the $10 retail price less the 20% discount, tax exclusive)
14. Go to the Acquisitions home page and confirm the 'Spent' column now
contains 8.00
15. Click on the 8.00 link and confirm the spent.pl page also contains
8.00 as the 'Subtotal'

16. Change 'CalculateFundValuesIncludingTax' = 'Include'
17. Confirm the 'Spent' column on the Acquisitions home page now shows
9.20
18. Click on the 9.20 link and confirm the spent.pl page also contains
9.20 as the 'Subtotal'

9d6d641d1f Bug 17600: Standardize our EXPORT_OK
On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.

That way we will need to explicitely define the subroutine we want to
use from a module.

This patch is a squashed version of:
Bug 17600: After export.pl
Bug 17600: After perlimport
Bug 17600: Manual changes
Bug 17600: Other manual changes after second perlimports run
Bug 17600: Fix tests

And a lot of other manual changes.

export.pl is a dirty script that can be found on bug 17600.

"perlimport" is:

* use EXPORT_OK instead of EXPORT
* perltidy the EXPORT_OK list

* remove some uneeded use statements
* explicitely import the subroutines we need within the controllers or
modules

exported (and not used from outside of the module except from tests).

6f204fdf96 Bug 28591: Don't pass debug to get_template_and_user
There is a "debug" parameter we are passing from the controller scripts
to C4::Auth::get_template_and_user, but it's not actually used!

0e0700a691 Bug 26997: Remove 0000-00-00 from aqorders.datecancellationprinted
This patch remove the 0000-00-00 from the WHERE condition from
ordered.pl and spent.pl to prevent an error under MySQL 8

It also fixes the wrong values in DB (if possible, ie. under other DBMS
that MySQL 8)

Bug 23397: Fix grouping of orders in acqui scripts
Bug 21622 attempted to fix some grouping for strict mode, however, it failed to take into account that single order can have multiple item types.

To recreate:
1 - Place an order for 4 copies of a title in acq
2 - Make sure you are creating orders when ordering (AcqCreateItems syspref and/or when creating basket)
3 - Set three items to one type, and one to another
4 - Go to Acqui-Home and click 'ordered' for the used budget
5 - Note the line is duplicated for each itemtype in the order
6 - Recieve the items and note the same issue on 'Spent'
7 - Place another order as before so you have the problem in both ordered.pl and spent/pl
8 - Apply patch
9 - Note orders are no longer duplicated

Bug 23363: Fix Internal Server Error when clicking on shipment cost invoice link
To test:

On the fund detail page, have some shipment costs associated with a fund

an example would be cgi-bin/koha/acqui/spent.pl?fund=<your fund>&fund_code=<your
code>

Click the link for the fund, without this patch it will give an internal
server error.

With this patch, the shipment invoice will be loaded.

 7 - Note the invoice adjustment shows the invoice id and does not link
 8 - Add another invoice and another adjustment, but close the invoice this time
 9 - Go to acqui-home and click on the spent total for the fund with the adjustment
10 - Note the invoice adjustment shows the invoice id and does not link
11 - Apply patch
12 - Visit the spent and ordered pages and note the adjustments show invoicenumber and are links
13 - prove -v t/db_dependent/Koha/Acquisition/Invoice/Adjustments.t

This patch:
Adds a missing use
Uses 'Koha::Number::Price->round()' instead of 'format()' to ensure numeric
returns
Ensures too big numbers don't crash round()
Uses syspref in 'GetBudgetHierarchy'

To test:
Follow previous test plan
Check values on admin/aqbudgets.pl are affected by syspref
Ensure values throughout acquisitions are correctly calculated/displayed
(even when greater than 1,000)

7fe5f8cd2c Bug 18736: Use rounding syspref to determine correct prices in calculations
To test:
Place an order (no tax just for simplicity)
 listprice/rrp = 16.99
 discount = 42%
 quantity = 8
 estimated calculated at 9.85
 but order total is 78.83, but 8 times 9.85 = 78.80
Apply patches, set OrderPriceRounding syspref to 'Nearest cent'
Not order total is now as expected
View ordered.pl and confirm values are correct
Complete order, view invoice and confirm values
View spent.pl and confirm values
Go through acquisitions module and confirm prices throughout are
correct.

9d595e36a7 Bug 21282: Sync ordered and spent values with acqui home
The order list for each fund calculates using the ecost tax excl., but
it should be tax incl.
At the moment this means that the sum on the start page table and the
order list don't match up.

Test plan:
- Create and receive orders
- Values on acqui home and ordered/spent should be the same

 - Show the vendor's name instead of the internal number

2d99b46715 Bug 19166: Add the ability to add adjustments to an invoice
This patchset adds the ability to add adjustments to an invoice, one can
provide a reason, an adjustment amount, select a budget, and choose
whether to encumber the funds before the invoice is closed or not

To test:

1 - Create a new invoice with or without a shipping cost
2 - Note there are no existing adjustments
3 - Add an adjustment
4 - Submit the form withno changes, nothing happens
5 - Update the adjustment you created, ensure changes are saved but no
extra adjustment created
6 - Add another invoice prodiving only reason or amount (you can have 0
        value adjustments)
7 - Verify the adjustment total at bottom is correct
8 - Recieve some orders
9 - Verify totals are correct

ecc9eb33b7 Bug 14172: Acq: Orders without items missing from 'spent' list
If the item for an order had been deleted since or there was never
an item created for the order (subscription orders) those records
where missing from the "Spent" page in acquisitions.

Patch corrects the SQL to list the correct records.

To test:
- Create different orders for one fund and receive them
  - normal order with a few items
  - subscription order (no item)
  - normal order with an item, delete the item after receiving
  - include some freight cost in one of the invoices
- Compare the amount spent shown on the acq start page
  with the amount shown at the end of the 'spent' page
- Without the patch, the amounts don't match and not all
  received titles are listed
- With the patch, amounts should match and list shoudl be complete

da0337b374 Bug 9987: Remove DB field aqorders.biblioitemnunmber
The DB field aqorders.biblioitemnumber seems to be unused except to get
the itype on the spent.pl page.

This information can be retrieved uising another SQL join.

Test plan:
Try a complete workflow in the acquisition module: create an order,
receive it, play with the syspref AcqCreateItem.
Check that no regression is found and that the data for existing
orders don't change.

6ce3169ebf Bug 7602: Spent and ordered pages require full acquisition permissions
Changes permissions on these pages so that one acquisition permission
will make it possible to access the pages. Currently pages are only
accessible for users with full (all checkboxes checked) acquisition
permissions.

100e6a9808 functions that were in C4::Interface::CGI::Output are now in C4::Output.
So this implies quite a change for files.
Sorry about conflicts which will be caused.
directory Interface::CGI should now be dropped.
I noticed that many scripts (reports ones, but also some circ/stats.pl or opac-topissues) still use Date::Manip.
