* rewrote hold allowed rule to use OPACItemHoldsAllowed()
* also use OnShelfHoldsAllowed() through
* IsAvailableForItemLevelRequest()
templates:
* Removed AllowOnShelfHolds and OPACItemHolds global flags, they now
only have meaning per item type

The column maxsuspensiondays was added in the datatable but not in the tests, which caused the failure of the tests
test plan: execute prove t/db_dependent/Circulation_Issuingrule.t
The command has to print:
t/db_dependent/Circulation_Issuingrule.t .. ok
All tests successful.
Files=1, Tests=9, 2 wallclock secs ( 0.03 usr 0.01 sys + 1.35 cusr 0.08 csys = 1.47 CPU)

This patch makes the new parameter norenewalbefore known to
unit test Circulation_Issuingrule.t.
To test:
1) Before applying the patch:
prove t/db_dependent/Circulation_Issuingrule.t
2) Notice that the test fails with:
$got->{norenewalbefore} = undef
$expected->{norenewalbefore} = Does not exist
3) Apply the patch.
4) Run test again and it should pass.

The FIXME comments in the new test script were based on
an assumption that GetIssuingRules() should return
multiple rules if no or only partial parameters are
passed. This is not the intent of that routine, whose
purpose is to return the *singular* rule that best
applies to a given loan situation. In other words,
GetIssuingRule() is not a traditional accessor function.
