On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:

export.pl is a dirty script that can be found on bug 17600.

The ideas of this patch are to:
* use EXPORT_OK instead of EXPORT
* perltidy the EXPORT_OK list
* remove '&' before the subroutine names
* remove some uneeded use statements
* explicitely import the subroutines we need within the controllers or
modules

3. Print barcode range with zero(s) in the start (Ex. from 00011881 to 00012000 )

The prefix is not displayed. We should see 00011881 on the labels, but we see 11881, 11882, ... without zeros in the start of labels.
This patch fix it.

There is a "debug" parameter we are passing from the controller scripts
to C4::Auth::get_template_and_user, but it's not actually used!

When exporting a barcode range, the export popup should display "1 batch
to export" instead of "0 batches to export". In this context, it can be
considered a label batch and should be counted as such.
To test:
When clicking the "Print range" button, the popup should show "1 batch
to export".

+ Added a warning when the user selects a range with some non-existent barcodes, and a layout without barcodes.
This allows the user to print barcodes of items not in the database if he so desires, but will warn him if he tries to print only biblios (which results in missing entries or a blank page).

Adds an option to the label creator to print a range of barcodes.
Only allows printing to PDF.
C4/Label.pm had to get minor changes to override database-based barcode
generation. Same with labels/label-create-pdf.pl. By default, the
barcode is fetched from the database using the itemnumber, but when
printing ranges, you might not have a corresponding database entry.

Look at the Profile dropdown list.
To fix this problem and to make sure it does not appears anywhere else
in the label and patroncards modules, I have refactored the way the
queries are built in C4::Creators::Lib
Now all of the subroutine takes a hashref in parameters with a 'fields'
and 'filters' parameters.
From these 2 parameters the new internal subroutine _build_query will
build the query and use placeholders.
Test plan:
1/ Make sure you do not recreate the vulnerability with this patch
applied.
2/ With decent data in the labels and patroncards modules, compare all
the different view (undef the New and Manage button groups) with and
without this patch applied.
=> You should not see any differences.
This vulnerability has been reported by MDSec.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

All script still compiles after the patch (confirmed by pre-applypatch hook)
squashed chris_n's two patches. Label export works again. Also changed the pattern for the item_number to the known working, critic friendly pattern.
Don't change $_ in a list context
Changed the 3rd bit to the critic friendly pattern chris_n suggests in the previous two lines.
