Bug 25279: Use another var name for the filter
It prevents:
* The screen to display "no city, create one" if we are
searching for a string that does not return any results.
* The list to display only the city we have just created

Bug 25279: (QA follow-up) Original behaviour
This patch does the following things:
- Uses a call to Koha::Cities->search(*)->count to display the same
  message we displayed before when no city was found/defined (datatable
  not rendered at all).
- Restores the main search box functionality, the passed param is used
  to query on the city name with wildcards on both sides, for (a)
  counting results and for (b) apending to the API call with the same
  behaviour.

The only missing bit from QA is HTML/URI escaping values from cells, but
this is going to happen at DT level most sure.

Bug 25279: Use the API to list cities
This patch makes the general cities datatable use the API for rendering.
To test:
1. Test the datatable behaviour
2. Apply this patch
3. Repeat your tests
=> SUCCESS: Things work! Filtering and sorting specially

Bonus: Use the browser inspector to notice each interaction with the
datatable triggers an API call with the right query parameters

252f4674a5 Bug 14391: Add granular permissions to the administration module
So far the administration module only allowed for 2 permissions:
- circulation conditions (manage_circ_rules)
- everything else (parameters_remaining_permissions)

With this patch almost every section of the administration page
will have its own granular permission.

To test:
- Create different staff users:
  1) One with parameters_remaining_permissions
  2) One with parameters
  3) One with catalogue and no parameters
  4) One superlibrarian
- Apply the patch
- Run the database update
- Check the staff users:
  1) All subpermissions, but manage_circ_rules
     should be checked
  2) Nothing should have changed
  3) manage_item_serach_fields shoudl be checked
     (page had catalogue permission before)
  4) Nothing should have changed
- Try different settings of the permissions and
  verify that
  - Administration page behaves correctly
  - Administration menu behaves correctly
  ! You shoudl only see what you have permission for

b755e657e5 Bug 14888: use Koha::Cit[y|ies] in admin/itemtypes
Test plan:
Add/edit/remove cities from the administration module
(admin/cities.pl).
You should get message feedback after each action.

Tested both patches together, works as expected.

afd2418d73 Bug 11349: Change .tmpl -> .tt in scripts using templates
Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.

This patch changes the occurences of '.tmpl' in favour of '.tt'.

To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

902d19dfa9 Fix for Bug 5433 - Separate state field for cities
- Updates cities management (admin/cities.pl) to record a separate
  state and country field.
- Updates the cities table with these new columns
- Modifies the patron entry form to populate city, state, zip
  and country when the user chooses a prepopulated city entry

7bebd743d0 Cleanup cities.pl and .tmpl - major
80% of the javascript was junk.
Bad check failed on non-existant field borrowers.select_city.
Enabled warnings.  Reduced "StringSearch" to 3 lines, removed unused args and vars.
Fixed row highlighting and removed "toggle" code.  Etc.

TODO: Stop redirecting to the same page.  Instead get the correct data and show it
on THIS pass.

100e6a9808 functions that were in C4::Interface::CGI::Output are now in C4::Output.
So this implies quite a change for files.
Sorry about conflicts which will be caused.
directory Interface::CGI should now be dropped.
I noticed that many scripts (reports ones, but also some circ/stats.pl or opac-topissues) still use Date::Manip.
