This patch adds a new column to the categories table:
'reset_password' which is a boolean, and represents, well... that. The
value itself is nullable.
The idea is that OpacResetPassword governs the general behaviour, and
this can be overriden at category-level.

The existing pattern is:
DROP TABLE IF EXISTS ...
CRATE TABLE
Stockrotation was using:
CREATE TABLE IF NOT EXISTS ...
which would not recreate the table in a database it's already
existing in possibly causing mismatches in table structure.
To test:
- Drop your database
- Run through the web installer
- Make sure there are no Database/SQL errors
- Makse sure the 4 stockrotation tables have been created

This patch makes the utf8mb4_bin collation preferred for comparing tags.
Otherwise suppolemental unicode characters all match.
To test:
- Enable tags and disable moderation (or plan to moderate and accept tags)
- Tag 3 records:
a - with 🐋
b - with 🌮
c - with 👍
- Note the weight on each says '3'
- Click the tag to search, you get back all the records
- Apply the previous patches from this bug report
- Run:
$ kshell
k$ prove t/db_dependent/Tags.t
=> FAIL: Tests fail, related to counting stuffs
- Apply this patch and
(a) Run updatedatabase to upgrade the schema
- Run:
k$ prove t/db_dependent/Tags.t
=> SUCCESS: Tests pass!
(b) reset_all to get a fresh DB using kohastructure.sql
- Run:

It seemed strange to only add support for Daily loans in the feature
when Koha also support loan periods in hours. This patch adds parallel
functionaliy for hourly loan periods.

We switch from using authorised_values.id when creating the foreign key
illrequests.status_alias, we now use authorised_values.authorised_value
I have added a migration from using id -> authorised_value, so when
existing users of this bug get this version, their DB migrates nicely
instead of just breaking.

- This patch provides an illrequests.status_alias column that is a foreign key to
authorised_values.id. This provides the ability for an ILL request to
have an optional status alias that is defined as an authorised valued.
- A new ILLSTATUS authorised value category is also made available during install.

This patch adds a missing foreign key constraint to
mesages.borrowernumber.
To create it sucessfully the entries from the messages table that are
not linked with an existing patron will be removed.
Test plan:
0/ Do not apply the patch
1/ Add messages to different patrons
2/ Delete one of the patron's record
3/ Have a look at the messages table and notice that the messages for
the deleted patron's record still appear
4/ Apply the patch and execute the update DB entry
5/ Have a look again at the messages table and notice that the messages
for the deleted patron's record have been removed
6/ Delete a patron that have messages
7/ Notice that now the messages are deleted when the patron's record is
deleted

- people can now report an invalid data (wrong, obsolete,...)
- if a data is reported as invalid many time, it will appear differently

- There shouldn't be any Share button
- Create a second subscription => the message should appear, click again on use
6 - SQL Report
- Create a new SQL report, without notes.
- On the table with all report (reports > use saved), there should be the action "Share"
- If you click on share, you have an error message
- Create a new report, with a title and notes longer than 20 characters
- You can share it with mana => you will have a success message
- On (report > use saved), there must be a message inviting you to search on Mana-KB for more results, enter a few word from title, notes, type of the report you shared, it should appear. You can use it, it will load it into your report list.
7 - Report mistakes.
- On any table containing Mana-KB search results, you can report a mistake and add a comment.
8 - For each previous test, try to send wrong data, to delete the security token, to send nothing: it should show a correct warning message.

description line for the rule.
To test:
1) Apply patch, update database (may have to also update schema)
2) Go to Admin -> Circ and fine rules
3) Scroll to the right, notice new Note column
4) Confirm it works to create a brand new rule with a Note
5) Confirm it works to modify an existing rule with a Note

This patch adds a 'description' column to the creator_batches table. The
description for a batch can be added and updated using ajax.
To test:
1) Apply patch and update database (you will have to restart memcached)
2) Go to Tools -> Patron card creator -> Manage batches
3) There should now be a Description column next to Batch ID. This
will be empty (as none of the batches have descriptions yet)
4) Click Edit for any batch
5) Notice new Batch description text field. Enter a description for
the batch in here and click Save description. Some text should show
saying the description was saved.
6) If you go back to the manage batches page, the description should
now show under the Description column.
7) Go to Tools -> Label Creator -> Manage labels
8) Repeat steps 3 to 6

When clicking Create EDIFACT Order on /acqui/basket.pl, an EDIFACT message will not be generated if aqbasket.branch does not match edifact_ean.branchcode. This failure does not generate any sort of error message, it just fails to produce a message.
We should allow ean's to not require a branch to be set, then if we don't find a branch specific each, we can look for the default version of the ean.
Test Plan:
1) Apply this patch set
2) Run updatedatabase
3) Verify you can create a Library EAN without setting a branchcode for it
4) Verify you can use this EAN to send an EDI order where the basket has a branchcode set
