This patch adds a new method mock_userenv from t::lib::Mocks in order to
simplify the mock of the userenv.

The call stack is: AddIssue > CalcDateDue > GetHardDueDate
In GetHardDueDate:
3509 if ( $hardduedatecompare == 0 || $hardduedatecompare == $cmp ) {
3510 $datedue = $hardduedate->clone;
3511 }
To fix this random failure we need to set issuingrules.harduedate to undef.

0. Do not apply this patch
1. Modify the test to set hardduedatecompare to 0 (search 'my $issuingrule = ')
2. Execute the test and confirm the failure
3. Apply this patch
4. Execute the test and confirm the it is no longer failing

Basically the idea is:
1. Undefined subroutine &C4::Items::ModZebra called at /home/vagrant/kohaclone/C4/Items.pm line 302.
=> Then use C4::Items before C4::Biblio
2. Undefined subroutine &C4::Circulation::GetItem called at /home/vagrant/kohaclone/C4/Circulation.pm line 1290
=> Then use C4::Circulation before C4::Items
And sometimes these 2 rules do not work...

We should call Koha::Patron->is_expired in CanBookBeIssued instead of
doing the same calculation.
Tests have been adapted to pass with new SQL modes.
We should not need to update the values in DB, we already have

We have found multiple open branch transfers for a given item. While I'm not sure how it is happening at this point, it seems that it would make sense to cancel any existing branch transfers when initiating a new one.

The previous patch was obviously wrong, the category_type key appeared

If on-site checkouts are set to unlimited (i.e. NULL/undef), they are
currently blocked.
Test plan:
1/ Set All/All rule with Unlimited/unlimited for normal/onsite checkouts
2/ Will be able to perform onsite checkout
3/ Edit rule to be 15/Unlimited normal/onsite
4/ Will be able to perform onsite checkout
=> Without this patch it was blocked
5/ Set rule to 15/15
6/ Onsite checkouts work again

This patch was initially created as QA follow-up on 19487.
$dbh is not used
$categorycode is no longer used
%item_branch_infos not used
$borrowernumber is obsoleted by using $patron
No real need for $anonymous_borrowernumber (Since MarkIssueReturned returns
undef rightaway for an invalid itemnumber, the privacy stuff is irrelevant.)
No AddMember calls, removing unneeded modules
Adding a test that calls MarkIssueReturned on an item already returned.
