This patch defaults to using "email" rather than "sms" notices

Following bug 18532, one can set a patron's messaging prefs to deliver an auto-renew notice via SMS.
However, the auto_renewals cron only knows how to generate email notices. We should not allow the selection of non-functional transport types.
Test Plan:
1 - Set pref AutoRenewalNotices - 'according to patron messaging preferences'
2 - Set circ rule with:
Loan period: 5 days
No renewal before: 5
AutoRenewal: Yes
Renewals allowed: 5
3 - Set SMS Send driver to Email
4 - Find a patron and set them to receive auto renewal notices via SMS and no other transport
5 - Provide a proivder and sms number for the patron
6 - Checkout an item to the patron, set due date to yesterday
7 - Run auto renewals:
perl misc/cronjobs/automatic_renewals.pl -v --send-notices -c
8 - Item renewed, no message sent
9 - Check in item, checkout again due yesterday
10 - Apply patch
11 - Browse to Tools->notices and slips
12 - Edit AUTO_RENEWALS and AUTO_RENEWALS_DIGEST to copy email template to sms and add a title
13 - perl misc/cronjobs/automatic_renewals.pl -v --send-notices -c
14 - Item renewed, confirm patron has a notice in their account
15 - Check the digest option, check in item, checkout again as due, repeat cronjob and note digest notic
16 - sign off

The Talking Tech outbound script currently just adds the
ReservesMaxPickUpDelay to the waiting date to calculate the
"expiration date", but it should use the actual hold expiration
date which may differ from this naive calculation based on
various system preference values.
Test Plan:
1) Create a holiday for tomorrow
2) Set ReservesMaxPickUpDelay to 5
3) Set "Days mode" to "Same week day"
4) Enable ExcludeHolidaysFromMaxPickUpDelay
5) Enable TalkingTechItivaPhoneNotification
6) Create a hold and fill the hold so it is waiting
7) Enable "Hold filled" phone notices for that patron
8) Create a 'phone' version of the HOLD notice
9) Run ./misc/cronjobs/thirdparty/TalkingTech_itiva_outbound.pl --type RESERVE -w 0
10) Note the output has the expiration date ( 15th colume ) 5 days from now which is *not* the hold's expiration date
11) Apply this patch
12) Repeat the command from step 9
13) Note the expiration date column now matches the holds actual expiration date!

System preference 'CSVdelimiter' has a special case for tabulation.
Preference value contains string 'tabulation' but string '\t' must be used in CSV file.
This is OK in many places, for exemple Bug 17590.
This patch adds C4::Context->csv_delimiter to add a uniq metod dealing
with this behavior.
Also create Koha::Template::Plugin::Koha->CSVDelimiter for calls from
Toolkit Templates.
Test plan :
1) Set system preference 'CSVdelimiter' = 'tabs'.
2) Create CSV export in impacted pages
3) Check columns are separated by tabulation character and not string 'tabulation'
4) Check with another delimiter

The idea rely on the KohaDates TT plugin for the date formatting. We
should not have any output_pref calls in pl or pm (there are some
exceptions, for ILSDI for instance).
Also flatpickr will deal with the places where dates are inputed. We
will pass the raw SQL value (what we call 'iso' in Koha::DateUtils), and
the controller will receive the same value, no need to additional
conversion.
Note that DBIC has the capability to auto-deflate DateTime objects,
which makes things way easier. We can either pass the value we receive
from the controller, or pass a DT object to our methods.

Overdue emails are either sent from the issuing or the home
library of an item. We never use the patron's home library,
so the reply-to address must explicitly be set in EnqueueLetter.
To test:
- Set up 2 branches (A and B) with different email addresses.
- Set up an SMTP server for each to use
- Set up an overdue notice trigger for the patron category you'll use
First letter: 1 day delay, any notice
- Check out an item with home branch B to a patron from A
- Run the the script with:
overdue_notices.pl -t --frombranch item-homebranch
overdue_notices.pl -t --frombranch item-issuebranch
- Confirm for each setting that the correct email headers have been
used. You can see the reply-to address and to-address in the

This patch modifies the MARC21 export to Zebra, so that 880 fields
are rewritten as their linked fields, in the same way that we
already do with Elasticsearch, so that the alternate graphic
representation of fields are indexed accordingly. (ie 880 $6245-01
Chinese titles will be indexed into the title index using the 245 rules)
Test plan:
0. Apply patch
1. Turn on ICU indexing
1b. vi /etc/koha/zebradb/etc/default.idx
1c. Replace charmap word-phrase-utf.chr with icuchain words-icu.xml
1d. Replace charmap word-phrase-utf.chr with icuchain phrases-icu.xml
1e. Restart Zebra server
1f. Re-index Zebra
2. Add record with a 880 $6 245-01 $a 教牧書信 field.
3. Search for this record using a title index with the Chinese title
4. Note that the record is correctly retrieved
(Note: This test probably works better using author or series as they
present as links on the detail page which makes the fix more obviously
useful.)

In holds_reminder.pl, the script loops over all available branchcodes. For each iteration of the loop, if not using the calendar, the script subtracts the days parameter from the current date to get the waiting date threshold. The problem is that this method alters the DateTime object in $date_to_run, so for each iteration of the loop, the waiting date becomes farther and farther in the past, when it should always be the same!
The solution is to either clone the "date to run" for each call to subtract, or to move it out of the loop since it doesn't need to be recalculated each time.
Test Plan:
1) Become the koha user using koha-shell
2) Run DBIC_TRACE=1 misc/cronjobs/holds/holds_reminder.pl --days 7

Depends on Bug 30373
This patch adds *-installer-UNIMARC.po translation files.
For fr, it, uk and ru languages matching strings have been
extracted from master (fr-FR) or 21.05 (it,ru,uk) UNIMARC SQL
files. The mentioned languages shows some level of completion:
fr-FR 76%
ru-RU 61%
it-IT 55%
uk-UA 54%
To test:
1) Apply the patch
2) Verify new files are present
misc/translator/po/*-installer-UNIMARC.po
3) Verify fr-FR, it-IT, ru-RU and uk-UA files
have translated strings (inspect the files or use poedit)
4) Install any of those languages, ej.
misc/translator/translate install fr-FR
then do a clean UNIMARC install and verify that
authority and bibliographic frameworks shows translated
strings.

This patch adds a new column background_jobs.queue, which default to
'default'
By default, new jobs are enqueued into this default queue, and the
background job worker will subscribe to the default queue unless told
otherwise by the --job-queue option
The new job UpdateElasticIndex is automatically enqueued in another
queue named 'index'
So you can have 'default' worker with
misc/background_jobs_worker.pl
and a dedicated indexing worker with
misc/background_jobs_worker.pl --queue index

This will let sysop adjust the number of workers and how they want to

For instance one could want to have one worker for ES indexation and
another worker for other jobs, to prevent ES index to be stuck behind
bigger batch process.

The last run of a report is updated only if method execute_query() is
called with report_id.
This whas missing for :
- when report is run publicly
- when report is sent by email
- when report is exported
Patch changes the method signature to use a hash of params, in order to
easily avoid some params.
Test plan :
1) Create a report.
2) Run report.
3) Check the report listing. Confirm that the last run info on the report is updated.
4) Make report public.
5) Run report via public url.
6) Check the report listing. Confirm that the last run info on the report IS NOT updated.
7) Schedule the report to run at a given time and e-mailed to an address.
8) After the report runs at the scheduled time, check the report listing. Confirm that the last run info on the report IS NOT updated.
9) Run report.
10) Export results.
11) Check the report listing. Confirm that the last run info on the report IS NOT updated AT THE TIME OF THE EXPORT.
Questionable (I don't know if this is addressed):

Currently, the code sends an email to the patron when there is any error that is not
'too_soon' - we also don't include issues that are 'too_soon', so emials may be missing information
This patch changes the code to:
1 - push all issues that were checked to the report when a borrower wants a digest
2 - adds a variable to track when any of the issues has been updated, and checkes this when
sending digests
3 - if nothing has been updated, no report is sent to the patron
To test:
1 - Checkout an item, marked for autorenewal, backdated to be overdue to a patron
2 - Set preferences
AutoRenewalNotices = 'according to patron messaging preferences'
EnhancedMessagingPreferences = 'Allow'
3 - Set the patrons preference for auto renewal to email+digest
4 - Ensure the patron has an email
5 - Place an item level hold for another patron on the issued item
6 - perl misc/cronjobs/automatic_renewals.pl -v --confirm
7 - Check patron record/notices tab
8 - Note item not renewed, patron notified

So "Send" for 1/Yes and "Don't send" for 0/No.
We add too much problems with double-negation boolean system preferences (such as dontmerge).
Previous patch changed default value to 1 in atomicupdate, do the same

I took the same test plan as victor but I added the system preference to manage the case more easily, especially for users who do not have access to the koha server.
Test plan
1. Check the size of the message queue
With the following SQL query (using an SQL report if you want)
SELECT COUNT(*) FROM message_queue;
2. Run misc/cronjobs/overdue_notices.pl
3. Check the size of the message queue
To ensure that no other overdues will create noise in this test plan.
Or you can take them into account.
4. Choose a patron with no email address
5. Create an overdue (checkout an item and unfold "Checkout settings"
and set a date in the past which is compatible with what you find in
staff:/cgi-bin/koha/tools/overduerules.pl
6. Run misc/cronjobs/overdue_notices.pl
7. Check that you have two new messages in the queue
8. Inspect these two messages
SELECT * FROM message_queue ORDER BY time_queued DESC LIMIT 2 \G
1. One has the type "print" and the borrowernumber matching the patron.
2. The other has
subject: Overdue Notices
borrowernumber: NULL
message_transport_type: email
and contains "These messages were not sent directly to the patrons."
This is the one we don't want anymore.
Because it's now obsolete due to the first message.
9. Apply this patch
10. Run updatedabatase.pl
11. Change syspref 'EmailOverduesNoEmail' to "Don't send"
12. Delete data from message_queue (if you have access) for a cleaner view
13. Run again misc/cronjobs/overdue_notices.pl
14. Check that only the print message is now generated and not the
"Overdue Notices" one.

Currently the auto-renewal digest messages are sent on every cron run
even if there was nothing to renew or no renewal errors.
This regression was introduced in the commit "Bug 18532: Add
individual issues to digest notice and hide auto_renewals messaging
preference when not needed".
To test:
1) set syspref AutoRenewalNotices to be according to patron
preferences
2) Enable renewal digest messages on a patron's messaging preferences
3) Checkout a book for patron, during the checkout use the Checkout
settings menu to check the box "Automatic renewal"
4) Run
$ perl misc/cronjobs/automatic_renewals.pl --send-notices --confirm --digest-per-branch
$ perl misc/cronjobs/automatic_renewals.pl --send-notices --confirm --digest-per-branch
5) Notice you have now two renewal messages for the patron
6) Apply patch
7) repeat step 4) and notice you don't get anymore these unnecessary
renewal messages

The writeoff debts script contained an error whereby we could writeoff
more than the current outstanding debt of a charge. This patch corrects
that mistake by passing amountoutstanding in place of amount in the
writeoff and offset creation lines.

It would be useful to send most of the process_message_queue.pl script parameters to any plugin before_send_messages hooks. For example, the Twilio Voice plugin uses before_send_messages to send phone messages, but if the script is called with "-t email", it doesn't know and will make phone calls! If that info were passed in, the plugin could be made aware of it and only make calls if no "-t" or a "-t phone" were set in the parameters.
Test Plan:
1) Apply this patch
2) Install Kitchen Sink plugin v2.2.0 or later
https://github.com/bywatersolutions/dev-koha-plugin-kitchen-sink/releases/download/v2.2.0/dev-koha-plugin-kitchen-sink-2.2.0.kpz
3) Run misc/cronjobs/process_message_queue.pl with any or all non-email
related paramters
4) Note the plugin output shows the parameters were passed to the plugin

This patch adds the option to pass a frameworkcode to the commit_file.pl
script.
To test:
1. Stage a MARC file using stage_file.pl. For instance using the devbox:
cd ~/kohaclone
sudo koha-shell -c 'perl misc/stage_file.pl --file t/db_dependent/www/data/marc21record.mrc' kohadev
2. Note the assigned batch number and commit the batch using --framework parameter to commit_file.pl. For example using the devbox:
sudo koha-shell -c 'perl misc/commit_file.pl --batch-number 1 --framework ACQ' kohadev
3. Verify that the framework code was correctly assigned:
sudo koha-mysql kohadev -e 'SELECT frameworkcode FROM biblio ORDER BY timestamp DESC LIMIT 1;'
=> SUCCESS: It picked it

The commit "Bug 29290: Rename relationships borrower =>
patron" (d46492ac23) renamed the relation for the borrowers table from
'borrower' to 'patron' but the joins were not updated accordingly so a
few scripts got broken.
To test:
1) Notice that
$ perl misc/cronjobs/automatic_renewals.pl -c -s -v
returns 255 error code on exit
2) Apply patch
3) Notice the automatic_renewals.pl works now and exit code is 0
4) Make sure /cgi-bin/koha/tools/batch_extend_due_dates.pl works.
5) Try to grep for 'borrower' in Koha source code and see if there
are any other join done using the Koha::Checkout or
Koha::Old::Checkout objects.
