Charges includes fines and fees, while fines are mostly
negative. Changing this according to our terminology
guidelines.
To test:
* Make sure the patron category of your patron is set
to be 'can be guarantee' in administration
* Set AllowStaffToSetFinesVisibilityForGuarantor and
AllowPatronToSetFinesVisibilityForGuarantor to allow
* Set OpacPrivacy to allow
* Edit your patron, give it a guarantor and
look at the "Show fines to guarantors setting" and hint
* Save and look at the label of the field on the details tab
* Go to the OPAC and log in
* Check the Privavy tab for the option to allow the guarantee
to see your charges
* Apply patch. Verify:
* System preference descriptions changes
* Option and label names have changed in all steps above

Because permissions aren't actually set via the patron edit
screens, these checkboxes have no real purpose or effect.
This removes flags from the selectable fields of the following

* PatronSelfModificationMandatoryField
* PatronSelfRegistrationBorrowerMandatoryField
* BorrowerMandatoryField
* PatronSelfModificationBorrowerUnwantedField
* PatronSelfRegistrationBorrowerUnwantedField

The system preference BorrowerUnwantedField includes a checkbox
for "System permissions (flags)." Checking it has no apparent effect;
one is still able to edit patron permissions with the box checked.
This patch excludes the field from the selectable fields.
To test:
* Search for the BorrowerUnwantedField system prefernce
* Verify that you can check/uncheck System permissions (flags)
* Verify it doesn't have any effect, as permissions are not set
from the patron edit form, but separately
* Apply patch
* Verify you no longer can check/uncheck the field in the

This patch adds a syspref 'ListOwnershipUponPatronDeletion' which
decides if all the owner's lists (public and private) are deleted
when the owner is deleted, or if the ownership of their public and
shared lists are transfered to the user who deleted the owner (private
lists that are not shared are always deleted).
To test:
1) Apply patch and update database
2) Set the ListOwnershipUponPatronDeletion syspref to 'Transfer...'
3) Set up a superlibrarian user
4) Log in as this superlibrarian user and set up three lists, a public
list (maybe named 'public'), and two private lists (named 'private' and
'shared')
5) Log in as this user to the opac (if you haven't already) and share
the 'shared' list with someone
6) View the virtualshelves table in mysql to see the three lists you
just created under your new user
7) Also view the virtualshelfshares table in mysql to see the 'shared'
list
8) Log into the staff client with your regular user (a different user to
the one you just created)
9) Search for the user you just created and delete them
10) Go to your lists
11) You should see the 'shared' list under your private lists, and their
'public' list under your public lists, both with you as the owner
12) if you view both the virtualshelves table and the virtualshelfshares
table in mysql again, youll see you are now the owner and the 'private'
list will no longer exist.
13) Set the ListOwnershipUponPatronDeletion syspref back to 'Delete...'
14) Repeat steps 3 - 10 again (it may help to delete the 'shared' and
'public' lists before you re-create them)
15) You should not see any of the lists you just made under private or
public lists this time. To confirm, check the virtualshelves table in
mysql and make sure that all three lists have been deleted.

This makes changes to strings involved in this feature:
- Rephrases the system preference description into a sentence
- Rephrases message shown in OPAC on submitting (library has not actively
approved, so just say that the record has been modified)

Testplan for this patch:
1. Apply patch.
2. Make sure syspref "AutoApprovePatronProfileSettings" is set to "Disable".
3. Edit patron personal details via opac interface.
4. Expect modifications to require manual approval by staff via link on main page.
5. Set syspref "AutoApprovePatronProfileSettings" to "Enable".
6. Edit patron personal details via OPAC interface again.
7. Expect modifications to have been approved automatically.

This works, we may want some different text for this situation in the OPAC, it still says the librarian has to approve the change.

This patch adds a new system preference PatronDuplicateMatchingAddFields
to list the patron's attributes to use for deduplication.
The default value is surname, firstname and dateofbirth to keep existing
behaviour.
Test plan:
0. Apply the patch and execute the update DB entry
1. Create a new patron with surname, firstname
2. Create another patron with the same surname, firstname values
=> Confirm you get the duplicate warning
3. Modify the syspref to edit the list of attributes used to dedup
4. Repeat 1 and 2 with different values and confirm that you get the
behaviours you expect
Note: This is only impacting the add patron form from the UI, not the
import patrons tool.
