This removes the 'edit_borrowers' permission from OverDrive search
To test:
1 - Enable OverDrive via koha system preferences
2 - Sign in to opac with a user with no permissions
3 - Perform a search that will return OD results, 'love' works
4 - Click thje "Found XX results in the library's OverDrive collection"
5 - Note you are logged out of Koha
6 - Apply patch
7 - Repeat
8 - Success

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:
Bug 17600: After export.pl
Bug 17600: After perlimport
Bug 17600: Manual changes
Bug 17600: Other manual changes after second perlimports run
Bug 17600: Fix tests
And a lot of other manual changes.
export.pl is a dirty script that can be found on bug 17600.

There is a "debug" parameter we are passing from the controller scripts
to C4::Auth::get_template_and_user, but it's not actually used!

Test plan:
Login with a patron that only have the 'edit_borrowers' permission.
You should be able to access patron's information of patrons inside of your group.
Technical note:
Before this patchset the borrowers permission module contains only 1 permission 'edit_borrowers'.
That meant
borrowers => 1
and
borrowers => '*'
had the same behavior.
Moreover, now that we have 2 permissions, 'CAN_user_borrowers' is set when all
permissions of 'borrowers' are set.
We need to update the different occurrences of these tests.

Once again, after bug 16154 and bug 16259 we need to remove more
occurrence of CGi->param called in list context.
Refer to bug 15809 for more information.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

Show any relevant results from the OverDrive ebook/audiobook service
on the OPAC search. This is done by showing a link with "Found xx
results in the library's OverDrive collection" at the top of search
results and linking to a page that shows the full results.
This requires an OverDrive developer account, and is enabled by
setting the OverDriveClientKey and OverDriveClientSecret
system preferences. In addition, this patch adds the
OverDriveLibraryID system preference.
