This patch makes it possible to limit article requests per patron per day.
To test:
1. Apply patches
2. updatedatabase
3. Enable ArticleRequests preference
4. Edit a patron category and set an article request limit to 1
CHECK => if you set the limit to anything else but a positive number or empty string, a warning appears
5. In staff search biblios and request an article for a patron of the modified category
6. Repeat step 5
SUCCESS => if limit is reached, when you select the user to request an article a warning appears saying that the limit was reached
7. Repeat steps 5 and 6 but this time in opac
SUCCESS => Patron is not allowed to request another article if limit is reached
8. prove t/db_dependent/ArticleRequests.t

Edit: This patchset originally changed the 'categories' table structure
and relied on that for limit calculation. I removed all that code and
squashed into this one, as we moved everything to the circulation_rules
table.

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:

We need to add the format to the forms entering new requests:
opac/opac-request-article
circ/request-article
If the pref contains multiple formats like SCAN|PHOTOCOPY, the first listed
format will be preselected on the request form. If there is only one option,
we should not disable the select however. (Possibly hide it.)
If we have no mandatory fields, we should not allow the submit of a complete
empty form (check on OPAC).
And we need to show the format of pending requests on forms:
opac/opac-user
circ/request-article (biblio detail tab)
circ/article-requests (staff form to handle requests)
members/moremember (Article requests tab at the bottom)
circ/circulation (Checkout/Article requests tab)
Note: The last two forms use the same include file.
Test plan:
[1] Add an article request via opac or staff. Choose Scan.
[2] Verify that you see the Scan format on opac-user and the
above-mentioned staff forms.

The subscriptionsnumber is required in biblio-view-menu.inc to display
the Subscription(s) tab. In detail.pl, if you click any of
Labeled MARC (you need to set the syspref viewLabeledMARC)

Article requests
Checkout history
Modification log
Rota (you need to set the syspref StockRotation)
you lose the Subscription(s) tab.
This patch fixes the display by having each feature script generate that
value to be passed to the UI. I keep this separated from the first patch
since it's not exactly the same issue, and the solution might not
please.

When on a detailed record in the intranet, any click on the sidebar
will lead you to another page with the same sidebar EXCEPT for "Article
requests".
When clicking on article requests, you get a new sidebar without
MARC
Labeled MARC
ISBD
This fix adds the required C4::Biblio::enabled_staff_search_views that
loads the required hash with the permissions.
TEST
0) login with a user having all rights
1) go to any detailed notices, notice the sidebar on the left
2) click on MARC
3) notice the sidebar is the same in the new page
4) click on Request articles
5) notice the missing labels on the sidebar
6) apply patch, redo steps
