simplify some of them, but not in this patch. Here we want to prevent
regressions as much as possible and so don't add unecessary changes.

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:

export.pl is a dirty script that can be found on bug 17600.

There is a "debug" parameter we are passing from the controller scripts
to C4::Auth::get_template_and_user, but it's not actually used!

If HoldsQueueSkipClosed is enabled, and a library happens to be closed
on the day you edit the transport cost matrix, all the values for that
library will not show. Instead they will appear disabled, and if you
were to edit the cell and save a new value in it, it will also
'disappear' when the page is reloaded.
Test Plan:
1) Set today as a holiday for a library
2) Set HoldsQueueSkipClosed to 'open'
3) Go to the transport cost matrix editor
4) Edit a cell where the 'from' is for the closed library
5) Note the value doesn't 'save', it is still in the database though
6) Apply this patch
7) Restart all the things!
8) Reload the transport cost matrix editor
9) The value now appears correctly!

So far the administration module only allowed for 2 permissions:
- circulation conditions (manage_circ_rules)
- everything else (parameters_remaining_permissions)
With this patch almost every section of the administration page
will have its own granular permission.
To test:
- Create different staff users:
1) One with parameters_remaining_permissions
2) One with parameters
3) One with catalogue and no parameters
4) One superlibrarian
- Apply the patch
- Run the database update
- Check the staff users:
1) All subpermissions, but manage_circ_rules
should be checked
2) Nothing should have changed
3) manage_item_serach_fields shoudl be checked
(page had catalogue permission before)
4) Nothing should have changed
- Try different settings of the permissions and
verify that
- Administration page behaves correctly
- Administration menu behaves correctly

This patch fixes the problem reported.
To test:
1) Apply the patch
2) Update translations for your preffered language, xx-YY
3) Check new entries
egrep -Rn "Cost must be expressed as a decimal number|Invalid value for" misc/translator/xx-YY*
4) Check no regression on alert, go to
Administration > Transport cost matrix
Edit some value and put a negative value & save,
alert must show up
5) On errors, part of the error string is now on TT file,
no regressions expected here
Verified that changes appear in translated language (de-CH) as appropriate. No regressions found by testing en en de-CH.

Since we switched to Template Toolkit we don't need to stick with the
sufix we used for HTML::Template::Pro.
This patch changes the occurences of '.tmpl' in favour of '.tt'.
To test:
- Apply the patch
- Install koha, and verify that every page can be accesed

If you are using the transport cost matrix, and you create a new
library, you cannot edit the fields for this library!
Test Plan:
1) Enable the transport cost matrix
2) Set some transport cost values in the matrix
3) Save the matrix
4) Create a new library
5) View the transport cost matrix again
6) Note the uneditable fields for the new branch
7) Apply this patch
8) View the transport cost matrix again
9) Note you can now edit the fields for the new branch

Create transport_cost table, added UseTransportCostMatrix syspref.
transport_cost table contains branch to branch transfer
costs. These are used for filling inter-branch hold transfers.
Moved GetHoldsQueueItems() from .pl to HoldsQueue.pm
