This patch makes three changes:
1 - The borrower's own holds are not counted towards HighHolds limit
2 - We exclude all hold counts from CanItemBeReserved
3 - Static mode should only decrease hold when over the decreaseLoanHighHoldsValue, not when equal
Previously a patron's hold could put the count over the threshhold, and
if the patron is only allowed 1 hold per record, and the hold wasn't found before
the checkout, it would make all items unholdable, thus lowering the theshhold for
dynamic HighHolds

13 - Checkout item - no warning

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:

(day)' that is DIFFERENT from decreaseLoanHighHoldsDuration

We should use Koha::DateUtils instead of Date::Time directly
This patch simplay replaces calls to now() with a call to dt_from_string()
which does effectively the same thing.
Probably reading the code and verifying changes is sufficient but...
To test:
1 - confirm the files all compile
2 - confirm all tests pass
3 - confirm Koha still works

"truncate" via package "80" (perhaps you forgot to load "80"?) at /home/vagrant/kohaclone/C4/Circulation.pm line 3497.
What is happening:
We mock DateTime->now in the script to avoid the date comparaisons to fail on
slow servers (see bug 19705).
my $now_value = DateTime->now();
my $mocked_datetime = Test::MockModule->new('DateTime');
$mocked_datetime->mock( 'now', sub { return $now_value; } );
Since bug 20287, we have the following calls:
Koha::Patron->store => Koha::Patron::Category->get_expiry_date
which does:
221 return $date->add( months => $self->enrolmentperiod, end_of_month => 'limit' );
as enrolmentperiod is generated by t::lib::TestBuilder, it can be quite big, and so
the date change from one call to the others.
The failure is actually coming from the date becoming > 9999, which is not handled correctly,
on purpose, by Koha::DateUtils (infinite)
On the way this patch fixes the other occurrence, in Sitemapper.t (just in case)

When a loan period is shortened due to using decreaseLoanHighHolds* the time is
always set to the current time in X days, even if the original loan period is
given in days and not in hours.
It should default to 23:59 as is normal for loan periods given in days.
As original due date time defaults to 23:59 when given in days, this patch
modifies the hours and minutes of shortened due date to be equal to original due
date.

If memcached is running, the pref's value will be set in cache, what we
do not want.
t/db_dependent/Context.t and t/db_dependent/sysprefs.t are exceptions
for obvious reasons.

This patch allows the high holds loan length decrease to be overridden
either by a checkbox that remembers its setting during a series of
checkouts, or by a one time use override checkbox that will show
in the warning popup if a checkout is affected by high holds.
Test Plan:
1) Set up a checkout that will be affected by decreaseLoanHighHolds
2) Attempt to check out an item
3) Check the override checkbox
4) Note the checkout date is not reduced
5) Return the item
6) Start a new checkout for the patron
7) Check the "Don't decrease lean length based on holds" checkbox
8) Check out the item
9) Note you are not warned about the high holds decrease
and that the checkout length is not reduced

This patch allows for more flexibility for determining when the number
of holds a record has should trigger the reduction of the loan length
for items on that record.
This patch adds a new system preference decreaseLoanHighHoldsControl,
which defaults to 'static', the original behavior of the feature.
It also has a new behavior 'dynamic' which makes the feature only
decrease the loan length if the number of holds on the record exceeds
the number of holdable items + decreaseLoanHighHoldsValue.
It also allows items to be filtered from the list of items based
on the damaged, lost, not for loan, and withdrawn values even if
those values would have allowed holds ( i.e. values < 0 )
Test Plan:
1) Apply this patch
2) Run updatedatabase.pl
3) Set decreaseLoanHighHolds to Enable
4) Set decreaseLoanHighHoldsControl to "over the number of items on the record"
5) Set decreaseLoanHighHoldsDuration to 1
6) Set decreaseLoanHighHoldsValue to 3
7) Create a record with 5 items
8) Please 8 or more holds on the record
9) Check out one of the items to a patron
10) Note the loan length is reduced to 1 day
11) Set decreaseLoanHighHoldsValue to 3 to 2

13) Note the loan length is *not* reduced
14) Enbale all the filters possible in decreaseLoanHighHoldsIgnoreStatuses
