The RLIST sample notice is used to send an email to patrons who have
subscribed to be notified when a new issue for a subscription arrives.
This is a feature that is totally independent and not related to the
use of routing lists. In the GUI however, this was misleading so far.
- Rename RLIST to SERIAL_ALERT and fixes the sample notices
- Fix explanations in the helf files
- Fix name of the module in letters from 'serials (routing list)'
to 'serials (new issue)'
Note: There is no logic to be changed as the notice template
to be used is defined for each subscriptions and this is just
the sample notice. I've also opted against a database update, to not
interfere with existing installations, reports etc.
A patch to the manual will be submitted shortly after this passes QA.

This patch adds:
- a new DB field items.new.
- a new page to configure this new status
(tools/toggle_new_status.pl).
- a new cronjob script (misc/cronjobs/automatic_item_modification_by_age.pl
was misc/cronjob/toggle_new_status.pl)
Why this status is useful for some libraries ?
The use cases are:
- to know easily what are the new items (with a simple sql query).
- to display an icon in the search results.
- issuing rules can be adapt for new items. Automatically (using the
cronjob script), the status change (depending the configuration) and
the item can be issued, for example.
- a RSS/Atom feeds can be created on these new items.
Test plan:
- log in with a librarian having the tools > items_batchmod permission.
- navigate to Home > Tools > Automatic item modifications by age (was: Toggle new status)
- click on the edit button
- there are 3 "blocks":
* duration: the duration during an item is considered as new.
* conditions: the status will change only if the conditions are meet.
* substitutions: if there is no substitution, no action will be done.
You can add some change to apply to the matching items.
E.g. ccode=3
new=''
If the value is an empty string (in other words, the input does not
contain anything), the field will be deleted.
You can create as many rules as you want.
- test the interface : add/remove rule, conditions, substitutions,
submit the form, edit, etc.
(There is a looot of JS everywhere, so certainly a looot of bugs...).
- when you have your rules defined, you can now launch the cronjob
script without any parameter.
A report will be displayed with the matching itemnumber and the
substitutions to apply. Verify results are consistent.
- launch the script with the -c argument and verify values have been
modified depending the substitution rules.

Test plan:
* Apply dependant patches 14246 and 14247.
* Apply current patch.
* Log into the Staff client, go to
'Administration' -> 'Global Preferences' -> 'Tools',
a new section titled 'News' should appear with a single option named 'NewsAuthorDisplay'.
Available values should be 'Not at all', 'OPAC only', 'Staff client only' and
Both OPAC and staff client'. By default the value should be 'Not at all'
(to mimic existing behaviour, important!).
* Change the value to something different and save the changes.
* Go to 'Tools' -> 'News' and add some news items (at least 2).
* Use the MySQL command line tool to edit the opac_news table,
removing the user id from one of the news items:
$ mysql -u kohaadmin -p -D koha
> SELECT `idnew`, `title`, `borrowernumber` FROM `opac_news`;
* Make a mental note of one of the 'newid' numbers to change.
> UPDATE `opac_news` SET `borrowernumber` = NULL WHERE `idnew` = <your-id-here>;
* Now one of the news items will have no user id, and no author should be shown for it.
* Go to OPAC and Staff client and make sure the display modes works as intended.
* Repeat for all values, making sure that the settings works as intended.
* The changed news item should have no author info shown at any time.
* The unchanged news item should show your own user name if the
settings match the section where it is displayed.

The password hashing algorithm was changed in Bug 9611,
but on Tools > Import patrons, in the text on the right
hand side, it still says:
"'password' should be stored in plaintext, and will be
converted to a MD5 hash"
This has no practical effect, of course, but to someone
evaluating Koha it might give the false impression that
password security is lower than it really is.

The HOLD_PRINT and HOLD_PHONE notices become useless.
This patch modifies existing notices in order to group them into the
main notice type 'HOLD', with any pre-existing print and phone
templates in the appropriate places.
Test plan:
- Apply the patch and execute the update database entry.
- Verify that your previous HOLD_PHONE and HOLD_PRINT are displayed
when editing the HOLD notice (under phone and print).
- Choose a patron and check SMS, email, phone for "Hold filled"
(on the patron messaging preferences).
- Place a hold.
- Check the item in and confirm the hold.
- If the patron has an email *and* a SMS number, 2 new messages are put
into the message_queue table: 1 sms and 1 email.
If the patron does not have 1 of them, there are 2 new messages: 1
sms/email and 1 print.
If the user has neither of them, there is 1 new message: 1 print.
- The generated messages should correspond with the notices defined,
depending the message transport type.
