The 'first' element in the structure PrepareSerialsData
was only used in the opac template. Remove assignment
as it is now obsolete (and potentially confusing )

C4/Serials does not need to retrieve full item data
just to check if barcode is unique. Replace with
a lighter weight subroutine make code logic clearer and
cleaner

The empty vendor created by the select if any subscriptions
have no associated vendor generates a 'wrong-looking' display
and selecting it gives no options

The blank line was being caused by the SELECT statement in the getroutinglist fuction of C4::Serials. The LEFT join in the select statement was creating a single row result of NULL. Changed the LEFT join to an INNER join.

While the idea of showing the number of late serials against the
vendor name was nice it does not scale and on large sites selecting claims
was just timing out. Improved the speed of the initial query but have removed
the big query for each user just to get a count.
Check for 0000-00-00 dates so that C4::Dates does not log error
Removed a variable that was never set and the bit of template used
if the impossible happened
Ensured returns were documented
Fixed some language issues
Removed the host of podchecker warnings about missing lists
added a couple of explicit returns when subroutines
'fell off the end' to remove any ambiguity
Change obvious warning generators:

Get SuppliersWithLateIssues should return a list of suppliers
If you have subscriptions with no supplier it also returned a
invalid supplier with a null id and null name.
This patch ignores the non-supplier supplier
If we really wanted to delete all items linked to a subscription when we delete a subscription
we should change the database structure as such :

The distributedto column of the subscription table is
no longer used, having been replaced by the serials
routing list table. This patch removes two C4::Serials
functions and a script and template, none of which were
reachable by current code:

Before this patch, we used to test for flags == 1, which was wrong when patron had all privileges.
This patch just adds a %2 to check that patron has superlibrarian privilege, and maybe something else we don't care.
I think I fixed it everywhere except in acquisition, that will be addressed by BibLibre new acquisition module.

This patch modify the database to have a grace period which can be set. And is used to create automatically new waited issues with a
cronjob(which is in this patch), and set old issues to "late" status.

When the start date or the "current date" is not a regular date
the transformation and checkdate fails because there is no
Year/Month/Date
This patch makes it fail more 'silenty' for the users and raises an
error that could be coped with.

When I go to serials/claims.pl, "All Suppliers (2)" is selected in the supplier
dropdown list, and no missing issues are listed. When I choose another supplier
from that list ("Supplier 1 (2)"), then two missing issues are listed. Should
"All Suppliers" instead read "Choose a Supplier" ?
chris: I think it might be safe to remove the all suppliers option all together as its
doing nothing

This patch resolves bug 1580 and addresses the modification of firstacquidate as per hdl's comments.
I have also removed some useless javascript from subscription-detail, and just reported the number of
irregular issues there (previously was reporting nothing since the js was broken).

Previously subscription-add.pl allowed modification of 'firstacquidate', which changed
the subscription definition, but did not affect prediction. This patch adds two fuctions
to Serials.pm to get/set the current expected issue date (note that all date calculations
in prediction patterns are based on the current expected date, and there's only one serial
issue per subscription in the 'expected' status at any time). Subscription editing
now allows you to edit the next expected date, but not the first acqui date (unless you
haven't received any issues yet), thus allowing for adjustments in the prediction pattern.
This patch also updates fixes some discrepancies in irregularities / prediction display.

The history start date and enddate is also useful to modify manually for the same reason : your serial collection may be older than your Koha serial management.
This commit reintroduce the feature.

This fix should resolve in whole or in part several bugs
characterized by the error message 'Can't use string ("0")
as a HASH ref while "strict refs" in use', including
bugs 1101, 1899, and 1910.
There are some possibilities for future work:
[1] Dealing with an operator override, e.g., where
a circ operator needs to get a supervisor
to enter a login and password and escalate
the original operator's privileges for a
transaction, e.g., to forgive a fine. This
is an enhancement, of course.
[2] Creating a dummy operator to represent
batch job runs; or alternatively, give
each batch job an option to log its work
under a specified user ID.

DelIssue now takes in a reference hash of data to delete (serialid, subscriptionid and serialseq are required)
DelIssue now delete one peculiar serialid and doesnot proceed only on serialseq any longer.
