We absolutely need that for modules.
We are enabling strict by using Modern::Perl.
Note that other modules from C4 use strict and warnings, instead of
Modern::Perl

There are some weird behaviors happening when using the "Organize by:
library" dropdown along with the library filter (in the "Acquisition
information" box).
I am suggesting the following test plan:
0. Create several suggestion from different libraries
A. You are superlibrarian and IndependentBranches is not set (=No)
1. Hit /suggestion/suggestion.pl
=> Default view shows the suggestions from your library
2. Filter by another library
=> You see the suggestions from this library
3. Filter by "Any" libraries
=> You see all the suggestions
4. "Organize by library"
=> You see all the suggestions, organized by library
5. Filter by a specific library
=> You see the suggestion from your library, all in one tab
B. You are not superlibrarian and IndependentBranches is not set (=No)
Same as A.
C. You are superlibrarian and IndependentBranches is set
Same as A.
D. You are not superlibrarian and IndependentBranches is set
You will never see suggestions coming from outside your library
QA: To be clear: the whole script needs a rewrite, but here we are just
trying to fix weird behaviors.

With sql_strict_modes turned on, if you try to create a new suggestion
you will get:
Incorrect integer value: '' for column '$INT_COLUMN' at row 1
Test plan:
Turn on strict_sql_modes, create a new suggestion, then edit it.

There is a return value $status_update_table that is set to 0, then we
send the alert (whatever the value of this variable). We must return
earlier if something happened!

This patch adds a new system preference (FallbackToSMSIfNoEmail)
which if enabled Koha will send suggestion notices by SMS if a borrower
has a defined SMSalertnumber and no email.
The use of the syspref prevents automatic fallback to sending suggestion notices as SMS when there's no defined email.
Test plan:
1. Chose a patron who has no email address set, but does have a
smsalertnumber set (this value is set in the Patron messaging
preferences section after the SMSSendDriver syspref is set)
2. Log into the OPAC with that user and submit a suggestion
3. In the staff client go to Acquisitions->Suggestions and tick the
suggestion and set its status to 'Accepted'
4. In the database query the message_queue and notice the
message_transport_type of the message is set to 'email' even though the
patron has no email address set.
5. Apply patches, restart memcached and plack
6. Check the 'FallbackToSMSIfNoEmail' syspref
is disabled
7. Repeat steps 2,3 and observe in the message_queue
table the message_transport_type = 'email'
i.e. If the syspref is disabled then the message is still sent by email
to borrowers with defined smsalertnumber and no email address
8. Enable the 'FallbackToSMSIfNoEmail' syspref
and repeat steps 2,3 and notice the
message_transport_type = 'sms'
i.e. If the syspref is enabled then the message is sent by sms to
borrowers with defined smsalertnumber and no email address
9. Repeat steps 2,3 with a patron with an email
address and no smsalertnumber trying with the 'FallbackToSMSIfNoEmail' syspref
enabled and disabled and notice in both cases the
message_transport_type = email.
i.e. If a borrower has an email address defined the suggestion
notice will always be sent via email
10. Repeat steps 2,3 with a patron with no email or smsalertnumber trying with the 'FallbackToSMSIfNoEmail' syspref enabled and disabled and notice in both cases the message_transport_type = email

suggestion notice will be sent by 'email'

Introducing a conditional into C4/Suggestions.pm to check if no patron
email exists but a smsalertnumber does exist then the suggestion notice
message_transport_type is set to 'sms', otherwise the suggestion
message_transport_type='email'.
This ensures patrons with no email address still receieve their
suggestion notices because at present the message_transport_type is
hardcoded to 'email'.
Test plan:
1. Chose a patron who has no email address set, but does have a
smsalertnumber set (this value is set in the Patron messaging
preferences section after the SMSSendDriver syspref is set)
2. Log into the OPAC with that user and submit a suggestion
3. In the staff client go to Acquisitions->Suggestions and tick the

pronoun 'he' universally. This patch changes to

This is a quick and dirty way to fix a bad bug in a messy area.
The "unknown status" tab in the suggestions table display all the
suggestions. It should only display suggestions with a STATUS=''
Test plan:
- Create some suggestions
- Go to Home > Acquisitions > Suggestions management
- Edit some suggestions and give them different status,
e.g. accepted, rejected, pending.
- Verify that they appear in the tabs as appropriate
- Edit one suggestion, set "Mark selected as" to --Choose a status--
=> Without this patch: New tab "Status unknown" containing all
suggestions
=> With this patch: tab contains only suggestions with "Unknown status"
Works as expected.

Before 13813 the "from" date in filters was 0000-00-00 if not
filled, afer 13813 it's today.
This patch re-introduces 0000-00-00.

When a suggestion is created and linked to a fund, a mail will be
generated, using a cronjob, to notify the budget owner.
A suggestion is considered as "can be treated" if its status is "ASKED".

To avoid homonyms, it would be nice if the card number is displayed in the user
suggestion.pl. Currently, consult the record of the user to know exactly who
made the suggestion.
TEST PLAN: Apply the patch. Go on suggestion.pl. Check that nothing has
changed, except that cardnumbers are displayed in 'Suggested by' column.
Resolved an easy conflict while applying. Followed test plan. Works as expected.

Having $ordernumber as the parameter in a function which is
handling suggestions and it is used as a suggestion id is
confusing to the coder and person trying to read the code.
This patch corrects the confusion.
REVISED TEST PLAN

1) perldoc C4::Suggestions
-- notice it says ordernumber for the GetSuggestions example.
2) Ensure you have CPL in your branches table.
3) prove -v t/db_dependent/Suggestions.t
-- if you have more than 8 itemtypes in your database, two
tests at the end will fail, but that is not relevant to
the modified GetSuggestions code.
4) apply patch
5) perldoc C4::Suggestions
-- notice it is corrected now.
6) prove -v t/db_dependent/Suggestions.t
-- it should run with the same results as in step 3.
That is, if you have 8 itemtypes, all pass, otherwise
those two tests fail.

The default value for *by and *date fields is NULL.
But without this patch, the values are 0 or 0000-00-00.
It comes from the fact that the form set to an empty string the values
and DBIX::Class does not consider them as undefined.
This patch is very ugly, not sure how we can fix that.

With this patch, the subroutines NewSuggestion and ModSuggestion use DBIx::Class instead of C4::SQLHelper.
Moreover, the tests and the .pl have been adapted.
Test plan:
1) Apply the patch.
2) Execute the unit tests by launching :
prove t/db_dependent/Suggestions.t
3) The result has to be a success without error or warning :
t/db_dependent/Suggestions.t .. ok
All tests successful.
Files=1, Tests=91, 2 wallclock secs ( 0.05 usr 0.01 sys + 1.65 cusr 0.09 csys = 1.80 CPU)
Result: PASS
4) Log in the intranet, create a suggestion and verify the created suggestion.
5) Edit a suggestion from the intranet and verify the suggestion is correctly modified.
6) Log in the OPAC and verify you can add a suggestion.

The method of checking the logged in user for superlibrarian privileges
is obtuse ( $userenv && $userenv->{flags} % 2 != 1 ) to say the least.
The codebase is littered with these lines, with no explanation given. It
would be much better if we had one subroutine that returned a boolean
value to tell us if the logged in user is a superlibrarian or not.

Note: test case should be cleaned up after running tests.
Display changes are consistent and information about the suggestion
is shown on every important screen now.
I created an order from a suggestion and one from an existing record.
No problems found.
A suggestion added through addorder.pl now changes
to the ORDERED status as initially intended (but so
far it stayed as ACCEPTED).
This fixes the list of potential suggestions to order,
the ORDERED ones don't appear anymore.
Bug 6893 : Follow-up: Disabled WHERE clause excluding ORDERED status
In SearchSuggestions, a WHERE clause was excluding the ORDERED
suggestions from the results. Now replaced with 1=1.
(before 6893 correction, the WHERE clause was excluding the
STATUS='CLAIMED' suggestions, but this status cannot be found anywhere
else in the code... so I changed to STATUS='ORDERED' which
seemed more accurate, but it had impacts on OPAC and some Admin tabs)

Both patches applied cleanly, sqashed them together after testing.
Tested:
1) Creating new suggestions
- from OPAC, shows up in patron account as 'requested', pending in staff
- from staff, shows up in list of pending suggestions
Status in database is ASKED
Note: suggestions made from staff for the same patron have suggestedby = 0

Note: after changing the status from the list, bug 4068 kicks in and
some tabs and even suggestions are hidden. Going back to the acq start
page and going back to the suggestions page from there helps.
3) Rejecting suggestions

Status in database is REJECTED
Patron account in OPAC shows 'Suggestion declined'
Note: bug 4068 again.
4) Ordering from suggestions
- new basket
- ordered 2 accepted suggestions
SUCCESS! Great improvement:
- Status in database is now ORDERED
- Already ordered suggestions no longer show up on list of
suggestions to order from.
- Patron account shows 'Ordered by the library (Bestseller)'
- Suggestion management page shows a new tab 'Ordered'
- For the suggestion with a valid 'suggestedby' borrowernumber,
a mail was generated. (bug 7094)
5) Receive ordered suggestions
- received my ordered suggestions
This is is not in the scope of this bug, but for documentation:
- No message was generated to inform the patron
- Status stays ORDERED
- Patron account still shows item as ordered, no change to 4)
Looking at the suggestion.tt I think there should be another status
AVAILABLE.

This patch is a new script that delete suggestion that have be processed by librarians.
It take on argument, it's a number of days to keep suggestions. Suggestions olders than TODAY - $days will be deleted.
This script should be used to purge suggestions and clean the table in intranet.
