The NewSuggestion routine saved the suggestion to the DB
and returned the id
This patch moves the code to Koha::Suggestion->store and
handles emailing upon creation, this adds that functionality to
suggestions added via api
To test:
1 - Apply patch
2 - Test adding a suggestion on the opac and staff client
3 - Confirm the suggestions are added correctly

This changes all occurences of "librarian interface" to the
correct term "staff interface"
To test:
* Create a new Page
* Verify that the pull down for location has "librarian interface"
* Save your page
* Verify that the list of existing pages has "Librarian interface" as
label for the link
* Verify that when you hover over on those links the titles read
"librarian interface" as well
* Apply patch
* All those should read correctly now.

The C4::Suggestions::SearchSuggestion subroutine is badly written and
can be replaced by calls to Koha::Suggestions->search.
The hard part in this patch is suggestion.pl, the other occurrences have
been replaced easily.
Test plan:
The idea is to test the whole suggestion workflow.
1. Create a suggestion on OPAC
2. Create a suggestion on the staff interface
3. Edit suggestions
4. Filter suggestions (use the different filters and "organize by"
values)

Bug 23991: (QA follow-up) Save some DB queries
This patch makes the suggestion-related pages rely on array size instead
of querying the DB each time they need to. In the case of
suggestion/suggestion.pl it goes from 4 COUNT(*) to 1.
To test, with KTD:
1. Run on the host machine:
$ docker exec -ti koha_db_1 bash
$ mysql -ppassword
> SET GLOBAL general_log_file='/var/log/mysql/mycustom.log';

When a patron enters an ISBN/ISSN when suggesting a new purchase, the
ISBN is used to find duplicates. Title/Author are ignored (as patrons
might misspell them, and the ISBN provides a better way to find
duplicates)
Test Plan:
* in the OPAC, go to /cgi-bin/koha/opac-suggestions.pl
* Click "new purchase suggestion"
* Enter any title
* Enter an ISBN that exists in your library
* Click "Submit your suggestion"
-> A new purchase suggestion has been submitted
* Apply the patch!
* Again start a new purchase suggestion, enter any title and the
duplicate ISBN, and Submit
* You should see the note "A similar document already exists: ..."
Please note that the title should not be required when entering an ISBN,
but as the list of required fields is managed via OPACSuggestionMandatoryFields
I fear that it's rather complicated to make title an optional required
field if isbn is provided.
I also added a simple non-DB test case to t/db_dependent/Suggestions.t
(in a subtest at the end), but could not actually run it as I haven't
gotten around to set up / try a testing Koha dev env...

DelSuggestionsOlderThan is on "date", a timestamp. It can be a problem
because "date" is updated when we update the database, in consequences
all the suggestions take the same date.
This patch use 'manageddate' instead.
In order to test this patch, you will need to have some suggestions
where "Managed on" (suggestions.manageddate in the database) is older
from "Last updated" (suggestions.date in the database). This can append
during some specific update. If you don't have such data, you will have
to add them via SQL request.
Example of sql for insertion (ID is the patron id of a librarian which
can manage suggestions):
INSERT INTO suggestions (suggestedby, suggesteddate, managedby,
manageddate, acceptedby, accepteddate, STATUS, title) VALUES (1,
'2020-10-13', 1, '2020-10-26', 1, '2020-10-26', 'ACCEPTED', 'title');
Test plan:
1- Choose a date and find (or add) a suggestion where:
- "Last updated" is not older than this date
- "Managed on" is older than this date
- "Status" is different from "Pending" ("ASKED" in database)
Calculate number_days = today's date - chosen date

On bug 17591 we discovered that there was something weird going on with
the way we export and use subroutines/modules.
This patch tries to standardize our EXPORT to use EXPORT_OK only.
That way we will need to explicitely define the subroutine we want to
use from a module.
This patch is a squashed version of:

We should remove all SQL queries that contain 0000-00-00 and finally
assume we do not longer have such value in our DB (for date type)
We already dealt with such values in previous update DB entries.
The 2 added by this one haven't been replaced already.
The code will now assume that either a valid date exist, or NULL/undef.
Test plan:
QA review is needed and test of the different places where code is
modified.

There are performance issues when searching suggestions if there are
thousands of suggestions.
To prevent that we are going to add the ability to archive purchase
suggestions, in order to remove them from the search list (by default).
Test plan:
0. Apply all the patches, execute the updatedatabase.pl script, restart
all
1. Create some suggestions
2. Search for them
3. Use the "Archive" action button for one of them
4. Restart the search
=> The archived suggestion does no longer appear in the list
5. Use the filter "Included archived" in the "Suggestion information"
filter box
=> The archived suggestion is now displayed
6. Use other filters
=> The "archived" filter is kept from one search to another
7. Use one of the action at the bottom of the suggestion list (change
the status for instance)
=> The "archived" filter is still kept

If one tries to modify a suggestion that has no suggester you will get the following error:

Koha assumes that every suggestion has a borrowernumber in suggestedby
Test Plan:
1) Create a suggestion with an unpopulated suggestedby
2) Attempt to modify that suggestion
3) Note the error

5) Restart all teh things
6) Attempt to modify that suggestion
7) No error!

There are some weird behaviors happening when using the "Organize by:
library" dropdown along with the library filter (in the "Acquisition
information" box).
I am suggesting the following test plan:
0. Create several suggestion from different libraries
A. You are superlibrarian and IndependentBranches is not set (=No)
1. Hit /suggestion/suggestion.pl
=> Default view shows the suggestions from your library
2. Filter by another library
=> You see the suggestions from this library
3. Filter by "Any" libraries
=> You see all the suggestions
4. "Organize by library"
=> You see all the suggestions, organized by library
5. Filter by a specific library
=> You see the suggestion from your library, all in one tab
B. You are not superlibrarian and IndependentBranches is not set (=No)
Same as A.
C. You are superlibrarian and IndependentBranches is set
Same as A.
D. You are not superlibrarian and IndependentBranches is set
You will never see suggestions coming from outside your library
QA: To be clear: the whole script needs a rewrite, but here we are just
trying to fix weird behaviors.

With sql_strict_modes turned on, if you try to create a new suggestion
you will get:
Incorrect integer value: '' for column '$INT_COLUMN' at row 1

There is a return value $status_update_table that is set to 0, then we
send the alert (whatever the value of this variable). We must return
earlier if something happened!

This patch adds a new system preference (FallbackToSMSIfNoEmail)
which if enabled Koha will send suggestion notices by SMS if a borrower
has a defined SMSalertnumber and no email.
The use of the syspref prevents automatic fallback to sending suggestion notices as SMS when there's no defined email.
Test plan:
1. Chose a patron who has no email address set, but does have a
smsalertnumber set (this value is set in the Patron messaging
preferences section after the SMSSendDriver syspref is set)
2. Log into the OPAC with that user and submit a suggestion
3. In the staff client go to Acquisitions->Suggestions and tick the
suggestion and set its status to 'Accepted'
4. In the database query the message_queue and notice the
message_transport_type of the message is set to 'email' even though the
patron has no email address set.
5. Apply patches, restart memcached and plack
6. Check the 'FallbackToSMSIfNoEmail' syspref
is disabled
7. Repeat steps 2,3 and observe in the message_queue
table the message_transport_type = 'email'
i.e. If the syspref is disabled then the message is still sent by email
to borrowers with defined smsalertnumber and no email address
8. Enable the 'FallbackToSMSIfNoEmail' syspref
and repeat steps 2,3 and notice the
message_transport_type = 'sms'
i.e. If the syspref is enabled then the message is sent by sms to
borrowers with defined smsalertnumber and no email address
9. Repeat steps 2,3 with a patron with an email

Introducing a conditional into C4/Suggestions.pm to check if no patron
email exists but a smsalertnumber does exist then the suggestion notice
message_transport_type is set to 'sms', otherwise the suggestion
message_transport_type='email'.
This ensures patrons with no email address still receieve their
suggestion notices because at present the message_transport_type is
hardcoded to 'email'.
Test plan:
1. Chose a patron who has no email address set, but does have a
smsalertnumber set (this value is set in the Patron messaging
preferences section after the SMSSendDriver syspref is set)
2. Log into the OPAC with that user and submit a suggestion

This is a quick and dirty way to fix a bad bug in a messy area.
The "unknown status" tab in the suggestions table display all the
suggestions. It should only display suggestions with a STATUS=''

- Go to Home > Acquisitions > Suggestions management
- Edit some suggestions and give them different status,
e.g. accepted, rejected, pending.
- Verify that they appear in the tabs as appropriate
- Edit one suggestion, set "Mark selected as" to --Choose a status--
=> Without this patch: New tab "Status unknown" containing all
suggestions
=> With this patch: tab contains only suggestions with "Unknown status"
Works as expected.

Before 13813 the "from" date in filters was 0000-00-00 if not
filled, afer 13813 it's today.
This patch re-introduces 0000-00-00.

- Go to Home > Acquisitions > Suggestions management
- Verify that date filters work as expected
- Verify that start dates in sql query are 0000-00-00 if no start
dates are given
- Note: Line 185 outputs the start dates as warn if $debug is set.

When a suggestion is created and linked to a fund, a mail will be
generated, using a cronjob, to notify the budget owner.
A suggestion is considered as "can be treated" if its status is "ASKED".

To avoid homonyms, it would be nice if the card number is displayed in the user
suggestion.pl. Currently, consult the record of the user to know exactly who
made the suggestion.
TEST PLAN: Apply the patch. Go on suggestion.pl. Check that nothing has
changed, except that cardnumbers are displayed in 'Suggested by' column.
Resolved an easy conflict while applying. Followed test plan. Works as expected.

Having $ordernumber as the parameter in a function which is
handling suggestions and it is used as a suggestion id is
confusing to the coder and person trying to read the code.
This patch corrects the confusion.
REVISED TEST PLAN
-----------------
1) perldoc C4::Suggestions
-- notice it says ordernumber for the GetSuggestions example.
2) Ensure you have CPL in your branches table.
3) prove -v t/db_dependent/Suggestions.t
-- if you have more than 8 itemtypes in your database, two
tests at the end will fail, but that is not relevant to
the modified GetSuggestions code.
4) apply patch
5) perldoc C4::Suggestions
-- notice it is corrected now.
6) prove -v t/db_dependent/Suggestions.t
-- it should run with the same results as in step 3.
That is, if you have 8 itemtypes, all pass, otherwise
those two tests fail.
7) run koha qa test tool

This patch adds a "None" option for the fund filter.
Test plan:
1/ Go on the suggestion search page
2/ Search suggestions not linked to a fund using the "None" option.
3/ Search all suggestions (linked or not to a fund) using the "Any" option.
Works as expected.
