Nick Clemens 68ced964fd Bug 14629 - Add aggressive ISSN matching feature equivalent to the aggressive ISBN matcher ... This patch adds a syspref "AggressiveMatchOnISSN" allowing for a match of ISSNs with or without hyphens.
