Bug 31468: Change interface in Koha::Logger
Test plan:
Add a line in mainpage.pl:
  require Koha::Logger; Koha::Logger->get->warn("intranet L51");
Restart. Hit intranet mainpage. Verify that line is in plack=intranet.
