Bug 32721: Tidy up - duplicate fetching of userjs and css
Currently UserJS and UserCSS is injected into the template as a parameter through Auth.pm but is then fetched using Koha.Preference() in the template. This patch tidies this up by removing the parameters from Auth.pm

Bug 26587 added a concatenation that sends a warning if var is undef :
$ prove t/db_dependent/Template/Plugin/Branches.t
Use of uninitialized value $branchcode in concatenation (.) or string at /kohadevbox/koha/Koha/Template/Plugin/Branches.pm line 35.
This patch adds an early return empty string when GetName is called with $branchcode null or empty string.
Test plan :
1) Run t/db_dependent/Template/Plugin/Branches.t without patch
2) Run with the patch to see warning disappear

Since our use ok Koha::Objects, there's been an implicit instantiation
happening in ->search that has somehow hidden the fact that classes need
instantiation...
This change in ->delete and ->update made it clear because of the
failures/hangs on the tests.
This patch instantiates Koha::Patron::Categories before attempting to
call ->update.
The original patches for this bug are correct and the only issue here is
that we need to document better than for some methods, instantiation is
not implicit and is required first. This is awkward and I would prefer
to force everyone to call ->new first. But I understand it would be
inconvenient.
To test:
1. Run:
$ kshell
k$ prove t/db_dependent/Template/Plugin/Categories.t
=> FAIL: Notice it hangs, Ctrl+c to abort
2. Apply this patch
3. Repeat 1
=> SUCCESS: Tests dong hang, and in fact pass
4. Sign off :-D

This syntax is much more readable IMO. Precendent patch also missed the
case where the parameter was undef.

This patch does the following changes:
- Use build_object to create the MSS
- Store the generate AVs. That was not the case before and so we were
not testing the right things
- Split the tests into 2 parts: staff and OPAC, for readability
- Update the tests' descriptions
- Highlight a problem: If descriptions are missing for both OPAC and
staff, undef is returned. Is that what we expect? It seems that it is
not what were expecting the tests.

This patch introduces a method to the Koha::Template::Plugin::Categories
TT plugin. This methods queries for categories filtering them by
effective_reset_password flag set, and returns a boolean representing the fact
that there's at least one category allowed.
To test:
- Apply this patch
- Run:
$ kshell
k$ prove t/db_dependent/Template/Plugin/Categories.t
=> SUCCESS: Tests pass!
- Sign off :-D

Koha::Issues and Koha::Checkouts have been added to the codebase to
represent the same thing.
In ODLIS the word Issue is never used in the sense we use it. Another
problem with Issue is it has so many meaning in English (such as
problem/bug)
The word Checkout *is* in ODLIS, closer to what we use:

Bug 15407: Koha::Patron::Categories - replace C4::Category->all
Indeed the patron categories plugin now returns a
Koha::Patron::Categories object and does not set a 'selected' flag.
We do not need this flag (`git grep Categories.all **/*.tt` to trust me)
Note that this patch also add a patron category to make the test passes
even if no category exist.

If memcached is running, the pref's value will be set in cache, what we
do not want.
t/db_dependent/Context.t and t/db_dependent/sysprefs.t are exceptions
for obvious reasons.
